Planning Committee formation and 30 years prior to Storm <br /> Water/Ponding) . This letter makes no reference to this property. <br /> 1967 - City finished Edgewood Drive over the property (without <br /> obtaining right-of-way to this day) , making it a paved through- <br /> street. While finishing Edgewood, the City changed the storm <br /> sewer drainage outlet and cut off all drainage for the property <br /> (documents #14, 18, 19 and actual measurements) <br /> There always was a culvert for drainage. City took away ditch <br /> and installed not a storm sewer drainage but a "culvert" . <br /> (someone should check the minutes for February 23, 1965 or the <br /> entirety of document 486147) <br /> Attachment 14 is a manhole agreed to by him (owner) , attachment <br /> 18 is a photocopy of an altered document and attachment 19 needs <br /> definition - not clear what document is trying to show. <br /> 1968 - The City notified the owner that, if he didn't obtain a <br /> building permit within 90 days, the property would revert back to <br /> R-1 zoning. (see document #20) <br /> This document seems okay and correct. <br /> 1972 - The City conducted a vigorous campaign to attract <br /> commercial development to the site, advertising a comprehensive <br /> plan showing the property guided for business or shopping center, <br /> and highlighting the property as undeveloped. It asked for the <br /> owner's help in this effort (see documents #21 thru 27) <br /> True statements. <br /> 1975 & 1976 - City's Comprehensive Plan changed the owner's <br /> property to Medium and High Density Housing while changing the <br /> parcel behind it (away from Highway 10) to Highway Commercial, <br /> which made no sense (see documents #29 thru 37) <br /> Somewhere between 1968 and 1972 the property was changed back to <br /> B3 . Apparently in 1975 the property was zoned medium to high <br /> density. Attachment 30 is amendment to the Comprehensive Plan. <br /> The Comprehensive Plan is only a tool and doesn't reference his <br /> property specifically. The Comprehensive Plan is no more than a <br /> "wish list" . Attachment 33 is just an agreement to use the land <br /> for the bicentennial . The owner was sent a thank you. <br /> 1982 - Over the owner's objections, the City designated more than <br /> twice the amount, that Rice Creek Watershed District required, as <br /> wetland, and imposed substantial additional restrictions, <br /> including 100 foot setbacks from the wetland, virtually <br /> eliminating any possibility of development (see documents #38 and <br /> 39) <br /> Refer to Wetland Ordinance <br />
