1964 - City installed storm sewer in Edgewood Drive (see <br /> documents #8 thru 8.0, 11 and 14 <br /> 1964, 1965, and 1966 - The owner gave the City various use and <br /> access easements ($1.00 apiece) for storm sewer projects on this <br /> and other property in Mounds View, in return for assurance of <br /> continued storm water drainage from this property (see documents <br /> #8 - 8.o) <br /> Jerry feels that Mr. Moses is using terminology of storm sewer <br /> incorrectly to confuse the issue. Document 8b clearly states <br /> sanitary sewer system. 8d is a drainage easement. <br /> Where Mr. Moses makes reference to storm sewer projects, the <br /> attached documents read as follows: <br /> 8g - refers to surface water drainage <br /> 8i - referred to as a drainage easement <br /> 8j - temporary construction easement for proposed public <br /> improvement <br /> 8n -. highway easement <br /> 80 - sanitary sewer easement <br /> These make no reference to storm sewer projects. Attachment No. <br /> 9 are minutes of the February 23, 1965 Council Meeting where Bud <br /> Ramacher, owner of the Bel-Rae, explained his sewage problem to <br /> the Council and requested the Village to assist him in obtaining <br /> an outlet. Mr. Ramacher has no sewer system at this time. <br /> 1965 - Survey shows elevation of storm sewer catch basin <br /> providing drainage for the property (see document #14) . <br /> Attachment 14 shows manhole height - 901.4 and how it is supposed <br /> to drain. Not a storm sewer. Compared to what - the area? <br /> 1965 City Council at Public Hearing voted to vacate Edgewood <br /> Drive cul-de-sac as well as ditch and drainage easements over the <br /> property, and agreed to provide drainage for property with <br /> existing storm sewer. Ramsey District Court affirmed the above <br /> vacations and agreements. (see documents #9, 10, 11 and 12) <br /> The only reason a storm sewer was installed was for a back flush. <br /> This storm sewer was not done specifically to drain the area but <br /> it did help provide drainage. Attachment 12 gives the title back <br /> to Midland Construction. The ditch was no longer needed. <br /> 1965 & 1966 - Milner W. Carley & Associates, former Village <br /> Engineers for Mounds View, designed a retail/motel/restaurant <br /> facility for the property, with no indication of wetland area <br /> (see documents #15, 16 and 17 and 20) <br /> Attachment #15 is a letter dated October 16, 1953 (five years <br /> prior to the incorporation of a City, 6 or 7 years prior to a <br />
