These varied mechanisms for implementing adopted strategies are <br /> breifly defined in the following paragraphs. <br /> Zoning Ordinance <br /> The Zoning Ordinance is the principal tool in the implementation of <br /> the Comprehensive Plan. This Ordinance establishes districts in <br /> which different types of land use and development is allowed to <br /> occur. Often, these uses are subject to certain minimum standards <br /> designed to protect the general health safety and welfare of the <br /> City through orderly development. <br /> Subdivision Ordinance <br /> The Subdivision Ordinance regulates the division of large tracts of <br /> land within the City into smaller parcels and right-of-way. These <br /> divisions are accomplished through approval procedures under which <br /> the developer is not allowed to make improvements on the property <br /> until the local decision-making body has approved the design of the <br /> subdivision or "plat" . <br /> Wetlands Ordinance <br /> The Wetland Ordinance provides forthe preservation and management <br /> of wetland areas within the City. Its main purpose is to manage <br /> natural retention and detention areas for surface waters, regulate <br /> the use of lands immediately adjacent to wetland areas, provide for <br /> proper maintenance and use of wetlands, and, to minimize <br /> developement impacts upon the wetland. <br /> Flood Plain Ordinance <br /> The Flood Plain Ordinance is designed to protect those areas which <br /> are subject to periodic inundation which may result in loss of <br /> life, loss of property, health and safety hazards and any and all <br /> other consequences which may affect the public health, safety and <br /> general welfare-. The standards u-s€d—to-lo-rmulate this-Ordinance <br /> are those established by the Minnesota Department of Natural <br /> Resources. <br /> Capital Improvement Program <br /> Capital Improvement Programs is the process by which community <br /> needs are assessed, priorities are assigned to those assessments <br /> and a schedule for addressing those needs and priorities is <br /> established. The CIP assists the City in guiding its long-term <br /> - -spending defining its ability to pay for needed improvements. <br /> Tax Increment Financing <br /> Under this program, the local governmental agency issues bonds to <br /> finance the clearance of land, the construction of buildings, or <br />
