CHAPTER 7 <br /> IMPLEMENTATION <br /> Implementation of the goals, policies, plans and recommendations of <br /> this document is best accomplished through the use of legal devices <br /> which have been specifically established for application to this <br /> plan. Historically, tools used by cities for the implementation of <br /> comprehensive plans have been zoning and subdivision ordinances, <br /> official City maps, capital improvement programs, certain state and <br /> federal aid or grant programs, tax increment financing and the use <br /> of planned unit developments. These are by no means the only <br /> available mechanisms for implementation and the City should remain <br /> open and receptive to new and -innovative techniques which may <br /> become available. <br /> The previous chapter's have outlined specific directions in which <br /> the City must go in order to maintain and enhance the quality of <br /> life, service and land use within the City.
