TO: SAMANTHA ORDUNO, CITY ADMINISTRATOR <br /> FROM: MICHELE SEVERSON, ADMINISTRATIVE SECRETARY <br /> DATE: DECEMBER 16, 1992 <br /> RE: MEETING WITH PHYLLIS AND JERRY BLANCHARD REGARDING <br /> HISTORY OF PROPERTY SOUTH OF THE BEL-RAE BALLROOM <br /> Per your direction, I met with Phyllis and Jerry Blanchard on <br /> Tuesday, December 15, 1992, to obtain information from them <br /> regarding the history of the property south of the Bel-Rae <br /> _- - Ballroom. Please find that information below. Please note that <br /> Phyllis and Jerry's responses are in italics. These responses <br /> are from the best of Phyllis and Jerry's recollection and <br /> knowledge. <br /> 1940 & 1958 - Aerial photographs, which are used extensively in <br /> determining and monitoring wetlands, show a small ditch running <br /> through the property, not a wetland. (see documents #3 & 4, & <br /> per government aerial photo expert) <br /> Prior to April 2 of 1958 you could get a lot split by just <br /> presenting it to the City. Work on beginning the Comprehensive <br /> Plan started in 1959. How did he get zoning in 1958? <br /> 1958 - The owner requested rezoning to B-3 to accommodate a <br /> planned shopping center, citing the need for shopping facilities <br /> in Mounds View. This was a reasonable request, not spot zoning <br /> or something that would not have been anticipated on a State <br /> highway. The City rejected his request, citing lack of a <br /> thoroughfare, the existence of other sites more favorable to <br /> shopping center development, and potential devaluation of nearby <br /> residential property. (see documents #5, 6 & 7) <br /> Letter is addressed to Planning Commission, the city had a <br /> planning committee but no Planning Commission in August of 1958 . <br /> Again, the Comprehensive Plan had not yet been adopted. With <br /> regards to the letter from Martha Irvine (#6) , Jerry believes she <br /> was never a Clerk here but, perhaps served on the City Council . <br /> 1960 or 1961 - City extended Edgewood Drive through to Highway <br /> 10, as gravel road, changing it from a cul-de-sac to a through <br /> street. City government complex was begun. <br /> Jerry believed Edgewood Drive was extended as an access to the <br /> Bel-Rae Ballroom. (Should have Engineer or someone check to see <br /> when and why it was extended - maybe in Planning Commission <br /> minutes.) It is questionable if there was a cul-de-sac, Jerry <br /> believed it was just a turn around or a "place to park" . <br /> 1964 - Without request from the owner, the City changed the <br /> zoning to B-3 (per City records) <br />
