CHAPTER 3 <br /> COMMUNITY FACILITIES <br /> Introduction <br /> • <br /> The Community facilities of the City of Mounds View include those <br /> lands, buildings, services and systems which are provided on a <br /> public and semi-public basis to the residents of the City. The <br /> importance of these facilities is that in most cases they provide <br /> services which are essential to the sustainment of life within the <br /> community. <br /> GOALS AND POLICIES <br /> Goal 1: Provide public facilities in a coordinated and economically <br /> prudent manner that is in the best interest of the City as a whole. <br /> Policies: a. Following thorough study, necessary public <br /> facilities shall be provided according to accepted <br /> standards. <br /> b. Public facilities shall be adequately screened, <br /> buffered or landscaped in order to minimize their <br /> impact on adjacent properties . <br /> c . Adequate water and sewer service shall be provided <br /> for all future development within the City. <br /> d. The City shall work to eliminate or convert existing <br /> overhead electrical service to underground service. <br /> e. Provide for the maintenance of facilities and <br /> services necessary to meet the needs of the <br /> community as a whole. <br /> Goal 2 : In those situations where sharing of facilities with <br /> adjoining-governmental units is economically desirable, cooperate <br /> to insure__that the needs of the community are being met. <br /> Policies: a. Planning of public facilities will be coordinated <br /> with adjacent city, county, state and federal plans <br /> for the same facilities . <br /> Goal 3: Provide for safe, easy access to all public facilities and <br /> services within the City. <br /> Policies: a. Reduce response time and provide ease of access <br /> through prudent location of public facilities. <br /> b. Require and locate easements for maintenance of <br /> public facilities according to accepted standards. <br />
