Goal 4: Minimize future costs for public facilities and services by <br /> maximizing existing facilities . <br /> Policies: a. Ensure that full utilization of existing public <br /> facilities is achieved prior to making new public <br /> improvements . <br /> • <br /> Goal 5: Develop an extensive parks and open space plan to service <br /> neighborhood and community needs. <br /> Policies: a. Classification of existing and proposed park space <br /> shall---be__subject to standards established by the <br /> Metropolitan Council. <br /> b. Develop parks and open spaces in a manner which <br /> incorporates the natural amenities of the City. <br /> c. When available, acquire tax forfeited lands for use <br /> in the parks and open space plan. <br /> d. Solicit the input of citizens in the planning and <br /> development of park and open space. <br /> e. Provide for safe and convenient pedestrian and <br /> bicycle access to parks and open space. <br /> f. Plan and develop parks and open space in relation to <br /> similar facilities in adjoining communities . <br /> PLAN <br /> Parks and Open Space <br /> Mounds View has long viewed the acquisition of land for use as <br /> parks and open space with the utmost importance. Meeting the <br /> present and future needs of the City will require that the City <br /> continue this practice. Though Mounds View-'-s park systemisis <br /> adequate, certain deficiencies do exist. Among the more prominent _ <br /> of these is the lack of a substantial in-place trailway system for <br /> pedestrian and bicycle traffic . However, plans are drafted for the <br /> design and location of such facilities which would not only link <br /> inter-City parks but, also, provide access to parks within adjacent <br /> communities. <br /> Public Utilities <br /> Although electrical service to the City of Mounds is adequate, a <br /> number of the lines are above ground causing frequent interruptions <br /> in service as well as being unsightly. The City should attempt to <br /> locate these service lines below ground when the opportunity arises <br /> - quite possibly as part of road reconstruction or rehabilitation. <br />
