CHAPTER 4 <br /> TRANSPORTATION <br /> Introduction <br /> At present, the City of Mounds View has a fully developed and <br /> functional transportation system. Circulation patterns within this <br /> system are dominated by the orientation of Highway 10 which bisects <br /> the City on an East/West alignment. The vast majority of the <br /> remaining roadways within the City serve as minor arterials or <br /> collector streets and provide essential transportation to and from <br /> Mounds View's dominant land use low density residential housing. <br /> On a regional basis, Mounds View is served by I-35W which provides <br /> the residents of the City fast and convenient access to virtually <br /> all areas of the metropolitan area. <br /> Mounds View's future traffic needs will be driven by the <br /> aforementioned major arterials . Additionally, the introduction of <br /> New Highway 10 on the Northern border of the City will tend to <br /> decrease the dependance upon internal City roadways and lead to a <br /> reduction in total vehicular traffic within Mounds View. <br /> Goals and Policies <br /> Goal 1: Develop a transportation system which incorporates all <br /> modes of transportation. <br /> Policies: a. Recognize that all modes of transportation are <br /> related and should be incorporated into one <br /> comprehensive plan. <br /> b. Focus the transportation system on activity centers <br /> within the City. <br /> c. Encourage safe and convenient movement by all modes <br /> of transportation. <br /> d. Prohibit parking along all residential streets. <br /> Goal 2: Identify needed improvements to the various elements of <br /> the transportation system. <br /> Policies: a. Ensure transportation facilities are compatible with <br /> adjacent land uses. <br /> b. In an effort to create a safer transportation <br /> environment for both pedestrians and motorists, <br /> hazardous intersections should be improved or <br /> eliminated on a phased basis . <br /> c . Lighting, sign controls and pedestrian walkways <br /> should be added, where feasible, to increase safety. <br />
