11VREQUEST FOR COUNCIL CONSIDERATION Agenda Section: 7. <br /> S <br /> STAFF REPORT Report Number: 93-608WS <br /> AGENDA SESSION DATE September 7, 1993 Report Date: 9-2-93 <br /> DISPOSITION <br /> Item Description: Surface Water Management Utility Update and Continued Discussion <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> SUMMARY; <br /> In response to Council requests for alternative rate structures for the <br /> proposed Surface Water Management Utility that would reduce the financial <br /> burden to the non-residential properties in the City, staff has had Rocky <br /> Keene, of SEH (Short-Elliot-Hendrickson Engineering) run a scenario which <br /> would reduce the utility factor for Bl-B4 zoned properties. Since the <br /> utility factor is the multiplier by which the utility amount is calculated, <br /> reducing it represents an decrease in the amount they would pay into the <br /> utility. <br /> Rocky will be present at Tuesday night's meeting to answer questions and <br /> receive input for any additional scenarios the Council would like <br /> developed. <br /> Rocky has changed the run-off coefficient for commercial/industrial <br /> properties to a sandy soil category.
