1111VREQUEST FOR COUNCIL CONSIDERATION Agenda Section: 6.
OS
STAFF REPORT Report Number: 93-607ws
All
AGENDA SESSION DATE September 7, 1993 Report Date: 9-2-93
DISPOSITION
Item Description:
Discussion of Proposed Purchase of Recycling Bins
Administrator's Review/Recommendation:
- No comments to supplement this report
- Comments attached.
Explanation/Summary (attach supplement sheets as necessary.)
SUMMARY;
The City has run out of its supply of green recycling bins. The bins were purchased in 1990 using grant funds
from the Metropolitan Council. Efforts to obtain additional grant funds from Met Council and from the
Mounds View Lions to purchase additional bins have been unsuccessful. Ramsey County will allow an
amendment of our SCORE grant budget to purchase new bins provided that the bins remain the property
of the City. Due to cost savings in the recycling printing and postage budgets (by doing some printing and
processing of mailings in-house) there is approximately $2,500 available to purchase a small number of bins.
Staff is recommending that the City purchase bins identical to those purchased in 1990 so as to keep the
recycling program consistent City-wide. The model of bin (RC2000) that was purchased from Shamrock
Industries in 1990 is still available for purchase, at a cost of$12.03 per unit (including tax). The RC2000 is
a Shamrock Industries product and therefore it is not possible to get quotations from other companies on
the same product. However, in checking the prices of comparable-sized recycling bins from other vendors
and local discount merchants, Shamrock's price is reasonable given that it includes both a lid and a wheel
set.
The purchase of recycling bins was not included in the 1993 budget and authorization for inter-fund transfer
and the SCORE amendment will require approval of a budget amendment.
60121_4 " pi
Carla Asleson
Recycling Coordinator
RECOMM NDAT ONl
•uthorize a budget transfer of$2,500 ($2,000 from account 290-4121-393 and $500 from account 290-4121-
330) to account 290-4121-703.
