Item No: 7H <br />Meeting Date: November 24, 2008 <br />Type of Business: CB <br />Administrator Review: _____ <br />City of Mounds View Staff Report <br />To:Honorable Mayor and City Council <br />From:Joe Rhein, Consulting Engineer <br />Item Title/Subject:Resolution 7361 Authorizing Analysis of the Ardan <br />Avenue Drainage Subdistrict <br />Background: <br />On May 22, 2006 the City Council adopted Resolution 6823 authorizing preparation of a <br />Feasibility Report for the 2007-2008 Street and Utility Improvement Project. <br />On December 6, 2006 the Feasibility Report for the 2007-2008 Street and Utility <br />Improvement Project was completed. The 2007-2008 Project was suspended following <br />completion of the Feasibility Report. <br />On October 22, 2007 the City Council adopted Resolution 7176 establishing the Street and <br />Utility Program. The Program includes nine Street and Utility Improvement Projects to be <br />constructed over a ten year period, beginning in 2009 and ending in 2018. <br />On March 24, 2008 the City Council adopted Resolution 7243 ordering the 2009-2010 <br />Street and Utility Improvement Project, the first project of the Street and Utility <br />Improvement Program. The area for the 2009-2010 Street and Utility Improvement Project <br />is identical to the former 2007-2008 Project, with the addition of Red Oak Drive from <br />Sherwood Road to Long Lake Road. <br />Discussion: <br />Addition of Red Oak Drive to the Project <br />When the City Council adopted the recommendations of the Streets and Utilities Task <br />Force in October 2007 and subsequently ordered the 2009-2010 Street and Utility <br />Improvement Project (SUIP) in March 2008, the segment of Red Oak Drive north of <br />Sherwood Road was added to the project. The area of the 2009-2010 SUIP had <br />previously been proposed as the 2007-2008 SUIP. A Feasibility Report had been <br />completed on the 2007-2008 SUIP, dated December 2006. <br />The segment of Red Oak Drive north of Sherwood Road was not included in the previously <br />proposed 2007-2008 SUIP, and therefore was not investigated as part of the Feasibility <br />Report for that project. As a result, when the 2009-2010 SUIP was ordered, there was less <br />background information on that segment of road relative to the rest of the project area.
