November 24, 2008 Item No. 7H <br />Page 2 <br />As preparation of the detailed construction plans and specifications for the 2009-2010 <br />SUIP proceeded, Staff began investigating the existing segment of Red Oak Drive north of <br />Sherwood Road. This investigation included the existing public utilities. During the <br />investigation, Staff noted issues and concerns regarding the existing east-west storm <br />sewer line located just north of Ardan Avenue. <br />Staff recalled that for some time there had been a concept of installing a new trunk storm <br />sewer line along Ardan Avenue to replace the existing east-west storm sewer. However, <br />since the areas around Ardan Avenue were not proposed for a street and utility <br />improvement project for several years, no further investigation into that concept had <br />previously been done. <br />With the addition of Red Oak Drive north of Sherwood Road to the 2009-2010 SUIP, Staff <br />attempted to begin gathering background information on the proposed Ardan Avenue trunk <br />storm sewer. The intent was to identify and include in the improvements for Red Oak Drive <br />any provisions necessary for the crossing of a future trunk storm sewer at Ardan Avenue. <br />1989 Drainage Study <br />Initially, Staff was unsuccessful in finding background information on the proposed Ardan <br />Avenue trunk storm sewer. Mention of it was found in the 1992 Local Surface Water <br />Management Plan, but the information was very general. Staff persisted in their search, <br />and recently found a drainage study of the Ardan Avenue area, dated March 30, 1989. <br />The Study was entitled “Ardan Avenue Drainage Subdistrict”. A copy of the title page and <br />transmittal letter from the Study is included with this Staff Report for reference. <br />The 1989 Study pre-dates existing Staff, and no current Staff had seen the Study until its <br />recent find. Upon review of the Study, Staff discovered that it proposed not only a new <br />trunk storm sewer along Ardan Avenue, but a trunk storm sewer along Sherwood Road as <br />well. It further proposed a regional storm water pond north of the intersection of Sherwood <br />Road and Greenwood Drive. <br />Both the proposed Ardan Avenue and Sherwood Road storm sewers are related to the <br />existing east-west storm sewer located north of Ardan Avenue. The 1989 Study identified <br />that the existing storm sewer in the study area does not meet a 5-year design standard, <br />which was the standard used in that Study. Both of the new storm sewers were proposed <br />to relieve burden from the existing east-west storm sewer. However, rather than the <br />existing storm sewer being abandoned or removed as Staff had initially thought, the <br />1989 Study proposed leaving it in place. <br />The result of the 1989 Study would then be the existing east-west storm sewer, a new <br />storm sewer along Ardan Avenue, a new storm sewer along Sherwood Road, and a new <br />regional storm water pond, called the “East Detention Pond”, located north of the <br />intersection of Sherwood Road and Greenwood Drive.
