Item No: 7J <br />Meeting Date: November 24, 2008 <br />Type of Business: CB <br />Administrator Review: _____ <br />City of Mounds View Staff Report <br />To:Honorable Mayor and City Council <br />From:Joe Rhein, Consulting Engineer <br />Item Title/Subject:Resolution 7362 Approving The Plans And <br />Specifications, And Authorizing the Advertisement For <br />Bids For The County Road 10 Trailway Project: <br />Segments 1-5: <br />Background: <br />On January 9, 2006 the City Council approved Resolution 6716 authorizing the <br />preparation of a preliminary feasibility report and consultant selection for the County <br />Road 10 Trailway, Lighting, and Landscape Project. At that time, the City Council gave <br />direction that the City should proceed with two segments of trailway along the County <br />Road 10 corridor: 1.) The segments on the north side between County Road H and <br />Silver Lake Road (Segments 1-5) and; 2.) the segments on the south side between <br />Long Lake Road and Silver Lake Road (Segments 9 & 10). <br />On November 13, 2007 the City Council reviewed the Feasibility Report for the County <br />Road 10 Trailway Project: Segments 1-5 and held a Public Hearing on the project. The <br />City Council chose not to proceed with the project at that time for two primary reasons. <br />The first was the increased project cost relative to the estimated project cost included in <br />the City Capital Improvement Plan (CIP). <br />The second reason for not proceeding with the Trail Segments 1–5 Project was the <br />dedication of TIF funds for the Street and Utility Improvement Program, adopted by the <br />City Council under Resolution 7176 on October 22, 2007. The City TIF account was <br />also to be a funding source for the Trail Segments 1–5 project. <br />In January 2008 Staff performed an analysis of the TIF account to verify that sufficient <br />funding existed for the anticipated projects identified in the CIP. <br />On March 3, 2008, the City Council discussed the results of the TIF analysis and CIP <br />fund review during their workshop. Based on the results of the CIP and TIF analysis, <br />Council directed that Staff proceed to develop the Trail Segments 1–5 project with a <br />revised scope. The revised scope was to include: grading necessary only for the trail <br />and to ensure drainage, trail construction, lighting, and basic turf restoration. <br />Landscaping and other amenities were to be eliminated or reduced to a bare minimum.
