November 24, 2008 Item No. 7J <br />Page 2 <br />On June 9, 2008 the City Council adopted Resolution 7279 approving the Feasibility <br />Report for the project, ordering the project with reduced scope, authorizing the <br />preparation of plans and specifications, and authorizing easement activities for the <br />County Road 10 Trailway Project: Segments 1-5. <br />On July 7, 2008 the City Council authorized a larger spacing for lighting units along the <br />trail and that decorative lights be installed at street intersections. <br />On November 20, 2008 the Parks and Recreation and Forestry Commission reviewed <br />the proposed impact of the trail alignment on the City Hall Park, and authorized the <br />Parks Supervisor to submit a letter of concurrence to the City. <br />Discussion: <br />Plans and Specifications <br />As directed, plans and specifications for this project have been prepared. The full set of <br />plans is 82 pages long. Two complete sets of plans have been provided to City Staff, <br />and are available at City Hall for review if desired. In the interest of length, only relevant <br />sheets from the plan set have been attached to this Staff Report for City Council review. <br />The plans include a base project consisting of a ten foot (10’) wide bituminous trailway <br />on the north side of County Road 10 from Silver Lake Road to County Road H. The <br />plans also include pedestrian lighting, landscaping, and signing. <br />The scope of the plans is generally in accordance with direction given under Resolution <br />7279. Minor modifications to the scope occurred during the design phase of the trail <br />project. A summary of these changes is as follows: <br />x The existing trail along the Walgreens property (trail Segment A) currently <br />connects to the existing concrete sidewalk along Edgewood Drive <br />approximately 50 feet north of the crosswalk at County Road 10. It was <br />the intent of the project to realign this west end of trail Segment A to align <br />with the crosswalk. However, drainage issues and potential utility <br />relocations do not allow the realignment without increased expense. Trail <br />users are able to utilize the existing sidewalk along Edgewood Drive to <br />access the intersection at County Road 10. Therefore the realignment of <br />the west end of Segment A was eliminated. <br />x Retaining walls were eliminated from the project during the final design <br />process. A previously delineated wetland area along the frontage of <br />Mounds View Square was impacted by improvements performed by the <br />property owner since the completion of the Feasibility Report. As a result <br />of the wetland impacts, it was possible to revise the drainage approach of <br />the Trail Segments 1-5 project. The revision in the drainage design <br />eliminated the need for a retaining wall.
