Item No: 11B(2)
Meeting Date: Nov 24, 2008
Type of Business: Reports
Administrator Review : ___
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: James Ericson, Clerk - Administrator
Item Title/Subject: Administrator Reports

1. Xcel Energy Easement Update

At the November 10th meeting of the City Council, you had asked for an update regarding
Xcel Energy and whether there had been any update in response to the worksession on
October 6th, at which Xcel representative Dan Woerhle agreed to compensate the City
$1,500 for the necessary easement where the manual pipeline shut off is located.
Subsequent to the Nov 10th meeting, we received the compensation for he easement. Last
week the City received the draft easement document which has been sent to Kennedy &
Graven for their review.

2. Gaming Machines at the Community Center

Earlier this month, Pat Prindle let us know that the owner of the gaming machines at the
Community Center (the two pool tables, the foosball table and air hockey table, plus the
change machine) were not generating sufficient revenue according to the owner of the
machines--American Amusement Arcades—and they would like to remove the machines
from the Community Center. They have provided the City with a cost breakdown of the
machines in case we’d like to purchase any of them.

Cost Rev 2008
Air Hockey - $700.00 $217.25
Tornado Foosball - $500.00 $ 87.50
Valley Pool Table - $700.00 $174.00
Valley Pool Table - $700.00 $101.00
Rowe Change Machine - $500.00 n/a

I asked Pat Prindle if there were a machine or machines that he’d like to see remain at the
Community Center, and he indicated it would be nice to keep the foosball table and one of
the pool tables. The cost of the two tables would total $1,200. Given the revenues collected
in one year, It would take five years to recover the investment, assuming no malfunction or
maintenance along the way. If the Council is interested, we could ask the YMCA Advisory
Committee to weigh in on the proposal and it could be placed on the Dec 1, 2008 work
session for discussion. I told the owner of the machines that we’d provide him with a
response no later than December 2, 2008.
