<br />Administrator Report <br />Nov 24, 2008 <br />Page 2 <br /> <br />3. LMC Leadership Conference for Experienced Officials <br /> <br />I provided each of the Council members (plus Council Member Elect Sherry Gunn) with <br />information regarding the upcoming League of Minnesota Cities training opportunity in <br />February of next year, the Leadership Conference for Experienced Officials. This is a good <br />training opportunity for the Council members. The 2009 budget presently allots $2,000 for <br />training, thus if a number of Council members would like to attend this training plus the <br />annual LMC conference later in the year, you may want to consider increasing the budget by <br />$500 or so. The cost of the Leadership Conference, which takes place in Bloomington, is <br />$220 per attendee. <br /> <br />4. Sanitary Sewer Replacement Program <br /> <br />During discussions with the Streets and Utility Committee at their last meeting, the <br />Committee recommended that the Council give some thought to creating a program similar <br />to the water service replacement program which has been operating successfully in the City <br />for a number of years. The reason this was discussed was that Bonestroo was asking the <br />Committee how we should deal with sanitary sewer service connections when we come <br />across those that should be replaced. It is far more cost-effective (for the resident) to do the <br />work when the trench is already excavated, before a new street is constructed. I asked <br />Public Works and the Finance Director to provide some feedback on such a program, and <br />their insights would lead me to believe that it would be too costly to implement, difficult to <br />justify and impossible to contract out for the work as there would be no standard repair like <br />there is with the water service program. Refer to the attached information prepared by Nate <br />Behlen plus a survey of area communities on their sanitary sewer policies. <br /> <br />5. No Right Turn Onto Red Oak Drive <br /> <br />At the Streets and Utilities Committee’s last meeting the committee voted (not unanimously) <br />to recommend to the Council that it consider erecting sign to prohibit right turns from Long <br />Lake Road onto Red Oak Drive. The reason for the recommendation was at the previous <br />meeting, many Red Oak Drive residents attended and expressed their concern with the level <br />and frequency of cut through traffic in the morning hours. The Committee talked about <br />allowing right turns by permit only but such an idea doesn’t seem practical. The Committee <br />suggested limiting the restricted movements from between 6 and 8 am and 4 and 7 pm. <br /> <br />6. Hillview Road No Parking between Long Lake Rd and Greenwood Dr. <br /> <br />The Council at their November Worksession asked staff to investigate the history associated <br />with the signed No Parking on the south side of Hillview Road between Long Lake Road and <br />Greenwood Drive. A search of City archived data revealed no documents, no council <br />minutes, no resolutions or reports to suggest when or why the block was thus posted. Staff <br />contacted former employees who may have some recollection, and only one—former police <br />chief Tim Ramacher—had any recollection. Mr. Ramacher believes the block was posted no <br />parking about 20 years ago and without any formal Council approval after a resident (who no <br />longer lives in the City) complained about parking in front of his home. If the Council wishes <br />to re-evaluate the no parking status, the four abutting property owners should be contacted <br />and invited to attend a meeting. <br />
