Mounds View City Council October 27, 2008 <br />Regular Meeting Page 2 <br /> <br />acres and the MPCA and Rice Creek Watershed District supporting policy documentation have 1 <br />been updated. 2 <br /> 3 <br />Mayor Marty indicated that he is concerned with mining, quarrying, and stockpiling language. 4 <br /> 5 <br />Council Member Flaherty indicated that on Page 5, he is concerned about a penalty for someone 6 <br />that disturbs the land prior to obtaining a permit. 7 <br /> 8 <br />Tom Winiecki said that he is thinking of widening his driveway by five feet and he wants to 9 <br />know when he has to notify someone. 10 <br /> 11 <br />The Engineer, Joe Rhein, indicated that the resident would not need to notify anyone until March 12 <br />of 2009. 13 <br /> 14 <br />Council Member Flaherty asked what happens if the work is suspended and the dirt remains 15 <br />sitting on the site. 16 <br /> 17 <br />Council Member Mueller asked that the definition of NPDES be added to Page 10. 18 <br /> 19 <br />Mayor Marty would like to have the language read that the City will require a land alteration 20 <br />permit at three acres or greater. 21 <br /> 22 <br />Mayor Marty said that he would like to have a provision addressing potential damage by large 23 <br />machinery to City streets. 24 <br /> 25 <br />MOTION/SECOND: Marty/Mueller. To Waive the Reading and Introduce the First 26 <br />Reading of Ordinance 804, an Ordinance Amending Title 1300, Flood Control Regulations, by 27 <br />Adding a New Chapter 1303 Entitled Construction Site and Land Disturbance Runoff Controls 28 <br /> as Amended During Discussions. 29 <br /> 30 <br />Council Member Mueller asked how the communication on the new requirements would happen. 31 <br />Clerk Administrator Ericson explained that usually there is a preconstruction conference and 32 <br />staff will make sure that developers are provided the information on City requirements. 33 <br /> 34 <br /> Ayes – 5 Nays – 0 Motion carried. 35 <br /> 36 <br />B.
