Mounds View City Council October 27, 2008 <br />Regular Meeting Page 3 <br /> <br />Attorney Riggs indicated that the insurance requirements are adequate. 1 <br /> 2 <br />Council Member Flaherty said that he feels this is a good project for the community. He then 3 <br />asked how the discussions with the neighbors were going. 4 <br /> 5 <br />The Developer, Mr. Larson, indicated that he met with the neighbors and feels that he has 6 <br />addressed their concerns. He then said that he would meet with them when construction begins. 7 <br /> 8 <br />MOTION/SECOND: Mueller/Marty. To Waive the Reading and Approve Resolution 7347, 9 <br />Approving a Final Plat and Development Agreement., and also that the plantings that the 10 <br />developer had agreed to place on neighboring property owner’s sites also be included in the 11 <br />document. 12 <br /> 13 <br />Council Member Stigney said that he feels that parking on the site is inadequate and the property 14 <br />is too small for this development. 15 <br /> 16 <br />Mayor Marty said that in the development agreement it states that the developer is responsible 17 <br />for permits and 3.02 notes the developer agrees to pay City costs for this development. On Page 18 <br />13 under Occupancy Permits states that the City will not issue occupancy permits until the 19 <br />developer has installed all required landscaping. 20 <br /> 21 <br />Mayor Marty noted that the developer had agreed to certain plantings to screen the neighbors and 22 <br />that is not in the Resolution or developer’s agreement. 23 <br /> 24 <br />Council Member Mueller noted that the tree plantings are covered in the whereas that quotes the 25 <br />landscaping plan. The landscaping was included in the landscaping plan that is part of this 26 <br />approval. 27 <br /> 28 <br /> Ayes – 5 Nays – 0 Motion carried. 29 <br /> 30 <br />MOTION/SECOND: Marty/Mueller. To Waive the Reading and Adopt Ordinance 813, 31 <br />Rezoning 2865 County Highway 10 and 7980 & 8020 Groveland Road and Authorization to 32 <br />Publish a Summary of the Ordinance. 33 <br /> 34 <br />Council Member Stigney said that he has no issue with rezoning to R4 but he does have an issue 35 <br />with what is being put on the site, as he feels this development is being squeezed in. 36 <br /> 37 <br />ROLL CALL: Mary/Stigney/Hull/Flaherty/Mueller 38 <br /> 39 <br /> Ayes – 5 Nays – 0 Motion carried. 40 <br /> 41 <br />C.
