<br />Item No: 07 D1, D2, D3 <br />Meeting Date: 12-22-2008 <br />Type of Business: CB <br />Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br /> <br />From: Jeremiah Anderson, Housing/Code Enforcement Inspector <br /> <br />Item Title/Subject: Abatement of Nuisance Code Violations at 8379 Red Oak Dr, <br /> 5055-57 Sunnyside Rd, and 2070 Terrace Dr <br /> <br />Date of Report: December 16, 2008 <br /> <br /> <br />Introduction: <br />City staff requests council abatement of three abatement requests. <br /> <br />Background: <br />Chapter 607 of the City Code defines and regulates Nuisances. During the month of <br />November 2008, staff responded to reports of exterior accumulation of garbage, junk, and <br />debris in violation of Chapter 607 of the City Code at 8379 Red Oak Drive, 5055-57 Sunnyside <br />Road, and 2070 Terrace Drive. To date, these properties remain in violation of Chapter 607 of <br />the City code. Consistent with City Code, staff is seeking council approval of resolutions to <br />abate (correct) conditions present at these three properties to bring them into compliance with <br />Chapter 607. <br /> <br />Discussion: <br /> <br />8379 Red Oak Drive: <br />On November 5, 2008 staff investigated a report of junk and debris in the yard of the single <br />family residence located at 8379 Red Oak Drive. Housing/Code Enforcement Inspector <br />Jeremiah Anderson observed a large accumulation of auto parts, household furnishings, two <br />vehicles, and other inoperable/unusable equipment outside in the yard. <br /> <br />Inspector Anderson spoke with Steve Moe outside 8379 Red Oak Dr and learned that his <br />father Norbert Moe had recently died. Steve told Inspector Anderson that he was in the <br />process of cleaning out his father’s house next door at 8373 Red Oak Drive (currently <br />occupied by his mother Ann Moe). <br /> <br />A notice of violation was issued requiring corrective actions completed no later than <br />November 30, 2008 and photographs were obtained. A follow up inspection was conducted <br />on December 1, 2008 and revealed the corrective actions had not been completed. <br />Photographs were obtained and on December 4, 2008 administrative offenses were issued <br />to Ann Moe, owner of 8379 Red Oak Dr, for continued violation of City Code Sections 607.06
