Mounds View City Council November 24, 2008 <br />Regular Meeting Page 6 <br /> <br /> 1 <br />Sherry Gunn, 5459 Landmark Circle, said that the more she looks at the signs in the City, the 2 <br />seven seconds seems to be a good time. It allows her to read more messages. 3 <br /> 4 <br />Mayor Marty said that advertising by an owner on premise, should be differentiated between 5 <br />those and the billboards. 6 <br /> 7 <br />Council Member Stigney said that he wants to see the whole message in a minimum number of 8 <br />seconds not segments of it. He then said he would want to have soft graphics defined. 9 <br /> 10 <br />Council Member Stigney said that he wants two billboard structures to come down before one 11 <br />dynamic sign would be allowed. 12 <br /> 13 <br />Mayor Marty reviewed with Staff his corrections/amendments to the proposed Ordinance. And 14 <br />also suggested a one for one removal in order to get the billboard by Walgreen’s removed, as it is 15 <br />there forever, while the others in the city have a sunset clause and will eventually come down 16 <br />regardless. 17 <br /> 18 <br />Staff was asked to rework the language for on premises signs. 19 <br /> 20 <br />Council Member Mueller stated on Page 25 she would like to require that images shall not 21 <br />include any video or high impact images or content. 22 <br /> 23 <br />Council suggested 10 seconds as the time interval for the next draft of the document. 24 <br /> 25 <br />Council Member Stigney asked for clarification on the sign interval timing. Staff explained. 26 <br /> 27 <br />MOTION/SECOND: Marty/Mueller. To Waive the Reading and Introduce Ordinance 816, an 28 <br />Ordinance Amending Chapter 1008 of the Municipal Code, relating to the Sign Code as 29 <br />Amended. 30 <br /> 31 <br /> Ayes – 5 Nays – 0 Motion carried. 32 <br /> 33 <br />Council went back to Item 6C at this point in the meeting. 34 <br /> 35 <br />Council then heard Item G. 36 <br /> 37 <br />E. Resolution 7368, Approving a Longevity Increase for Officer Jeremy 38 <br />Hellpap. 39 <br /> 40 <br />MOTION/SECOND: Marty/Stigney. To Extend the Meeting to 11:00 p.m. 41 <br /> 42 <br /> Ayes – 5 Nays – 0 Motion carried. 43 <br /> 44
