Memorandum <br />To: Joe Rhein Project: 000435-08000-2 Date: 12/4/2008 <br />From: Matt Shands Client: City of Mounds View <br />Re: I-35W / CR H Interchange PMT meeting notes File No: 435-04114-0 <br />I was asked to attend the meeting of the I35W / CR H Interchange project management team <br />on the behalf of the City of Mounds View. <br />The meeting took place at the City of Arden Hills City Hall, at 9:00AM on Thursday December <br />4, 2008. Those present were: <br />Jim Tolaas, Ramsey County <br />Ron Moorse, Arden Hills City Administrator <br />Mark Benson, SEH <br />Marc Goess, Mn/DOT <br />Mark Maloney, City of Shoreview <br />Jim Aswegan, Mn/DOT <br />Matt Shands, Bonestroo (representing Mounds View) <br />The meeting was led by Mark Benson of SEH. He indicated in his introduction that the main <br />purpose of the meeting is to provide an update of the project. The meeting Agenda is attached <br />at the end of these notes. <br />The first two agenda items involved traffic forecasting and modeling. Mark reported that based <br />on discussions at a November 25 meeting with Mn/DOT Metro Division, they learned that <br />assumptions concerning the regional network that had been in place for the previous traffic <br />forecast were no longer true. Specifically, two projects – the completion of the 694/35W <br />interchange and completion of Highway 610 – are no longer identified in the Mn/DOT <br />Transportation System Plan. Mark distributed an updated traffic analysis that compares traffic <br />flows along I35W, TH 10, I-694, and CR 96 under the old assumptions and the new <br />assumptions. Copy of analysis is included with these notes.Bottom line: some significant <br />traffic count changes will occur at various locations throughout the region, but at the I-35W <br />and CR H, the traffic count changes do not appear to be significant enough to warrant any <br />changes in the preliminary design. <br />The third agenda item involved discussion of the preliminary layout. Mark Benson discussed <br />the layout and indicated that there were no significant recent changes. The discussion turned <br />quickly to the status of CR I. Ron Moorse reported that he had recently spoken with Mn/DOT <br />Metro engineer Scott McBride about CR I, and specifically the potential for safety <br />considerations due to the “weaving” conflict on northbound I35W between the CR I and US 10 <br />interchanges. There has been some speculation (nothing in writing) that Mn/DOT may consider <br />closing access to CR I, which is unacceptable to the City of Shoreview.
