City of Mounds View Page 17 <br />Ardan Avenue Drainage Subdistrict Analysis 000435-07129-0 <br />5.REAR YARD NUISANCE FLOODING EVALUATION <br />One of the goals of this new analysis is to identify rear yard nuisance flooding issues in the study area. As <br />stated earlier, City Staff recall receiving complaints from residents regarding rear yard nuisance flooding <br />north of Ardan Avenue following heavy rains. <br />Based on the available 2-foot contour information and the additional survey points taken during this <br />analysis, and to address Goal 3 of this analysis, Map 1 in Appendix B identifies the four rear yard areas <br />north of Ardan Avenue that appear to contain landlocked depressions. With no positive outlet from the <br />bottom of these depressions, drainage flowing into them would remain until it is infiltrated into the <br />ground. It is likely that the rear yard nuisance flooding complaints the City has received in the past relate <br />directly to these landlocked depression areas. <br />As part of the field survey for this analysis, we verified the locations of the existing beehive catch basin <br />structures along the existing 24” trunk storm sewer north of Ardan Avenue, between Fairchild Avenue <br />and Long Lake Road. We were unable to identify existing beehive catch basin structures between Nodes <br />31 and 33B and Nodes 38A and 39A. It is possible that these structures do exist and were simply not <br />found during the survey. If there are functioning inlets along the existing trunk storm sewer in these <br />locations, large portions of two areas (DA-32 and DA-39.1) identified as landlocked on Map 1 in Appendix <br />B could be positively drained. <br />It is not within the scope of this analysis to develop recommendations to address the rear yard nuisance <br />flooding issues north of Ardan Avenue. However, it is recommended that the City further investigate <br />these rear yard flooding areas, particularly with all four areas adjacent to streets proposed to be <br />reconstructed in the future. It is recommended that further investigation include: <br />Investigation to determine if beehive catch basin structures do exist along the 24” storm sewer north <br />of Ardan Avenue between Nodes 31 and 33B and Nodes 38A and 39A. <br />Discussions with property owners in this area to aid in identifying the drainage characteristics of <br />specific landlocked areas. <br />Whether rear yard depression areas have functioning overflows that provide protection to adjacent <br />homes. <br />The feasibility of providing storm sewer to drain the rear yard depressions. <br />6.COST ESTIMATES <br />Goal 4 of this analysis is to recommend improvements that meet the other goals of this analysis, but are <br />more financially feasible that the stormwater improvements recommended in the 1989 Report.
