City of Mounds View Page 18 <br />Ardan Avenue Drainage Subdistrict Analysis 000435-07129-0 <br />The total estimated construction cost for all of the improvements identified in the 1989 Report is <br />$688,000 (1989 dollars). However, as noted in Table 6.1, street and boulevard restoration costs were <br />removed from this total cost to allow for a common comparison of construction items between the <br />improvements identified in the 1989 Report and those identified in this Report. Also as noted in Table <br />6.1, the estimated construction costs from the 1989 Report do not include any costs for the construction <br />of the East Detention Pond. The 1989 Report assumed that this pond would be constructed by a <br />developer building in this area. The additional costs associated with the East Detention Pond would <br />include: land acquisition, pond grading, and a pond outlet. Including these additional costs would <br />significantly increase the estimated construction cost for the 1989 Report. <br />In addition to the improvements recommended in this Report (see Map 1 in Appendix B), the 1989 <br />Report identified other potential future costs associated with the Ardan Avenue Drainage Subdistrict <br />improvements. While further investigation into these and other potential future costs is outside of the <br />scope of this analysis, the City should consider the following potential future costs: <br />ƒPerforming a stormwater analysis of the system downstream of the Ardan Avenue storm sewer <br />system to determine if downstream improvements are warranted due to the impact of the Ardan <br />Avenue improvements. <br />ƒIf necessary, the construction of downstream improvements. <br />7.RECOMMENDATIONS <br />The following is a summary of the recommendations identified in the previous sections of this Report: <br />1.Construct the storm sewer improvements identified on Map 1 in Appendix A. <br />2.With the installation of the Ardan Avenue trunk storm sewer improvements, the existing catch <br />basin manhole rim elevation located in the rear yard of 8200 Redoak Drive should be lowered to <br />match the adjacent ground elevation. <br />3.Further investigation into the rear yard flooding areas identified on Map 1 in Appendix B, with the <br />investigation including: <br />ƒFurther investigation to determine if beehive catch basin structures do exist along the <br />24” storm sewer north of Ardan Avenue between Nodes 31 and 33B and Nodes 38A and <br />39A. <br />ƒDiscussions with property owners in this area to aid in identifying the drainage <br />characteristics of specific landlocked areas. <br />ƒWhether rear yard depression areas have functioning overflows that provide protection to <br />adjacent homes. <br />ƒThe feasibility of providing storm sewer to drain the rear yard depressions. <br />4.Consider the potential future costs associated with improvements recommended in this Report, <br />including: <br />ƒPerforming a stormwater analysis of the system downstream of the Ardan Avenue storm <br />sewer system to determine if downstream improvements are warranted due to the <br />impact of the Ardan Avenue improvements. <br />ƒIf necessary, the construction of downstream improvements.
