Item No: 7C <br />Meeting Date: December 22, 2008 <br />Type of Business: CB <br />Administrator Review: _____ <br />City of Mounds View Staff Report <br />To:Honorable Mayor and City Council <br />From:Joe Rhein, Consulting Engineer <br />Item Title/Subject:Resolution 7382 Approving The Plans And <br />Specifications, Setting the Bid Date, And Authorizing the <br />Advertisement For Bids For The 2009-2010 Street and <br />Utility Improvement Project: <br />Background: <br />On May 22, 2006 the City Council adopted Resolution 6823 authorizing preparation of a <br />Feasibility Report for the 2007-2008 Street and Utility Improvement Project. <br />On December 11, 2006 the City Council held a Public Hearing on the 2007-2008 Street <br />and Utility Improvement Project and adopted Resolution 6982 approving the Feasibility <br />Report. <br />On February 12, 2007 the City Council adopted Resolution 7018 approving the <br />sufficiency of petition in opposition to the 2007-2008 Street and Utility Improvement <br />Project. The 2007-2008 Project was thus suspended. <br />On October 22, 2007 the City Council adopted Resolution 7176 establishing the Street <br />and Utility Program. The Program includes nine Street and Utility Improvement Projects <br />to be constructed over a ten year period, beginning in 2009 and ending in 2018. <br />On February 11, 2008 the City Council adopted Resolution 7223 establishing the <br />Streets and Utilities Committee, to ensure that the Street and Utility Improvement <br />Program was implemented as adopted, and to advise and provide recommendations to <br />the City Council on design and financing issues encountered. <br />On March 24, 2008 the City Council adopted Resolution 7243 ordering the 2009-2010 <br />Street and Utility Improvement Project, the first project of the Street and Utility <br />Improvement Program. The area for the 2009-2010 Street and Utility Improvement <br />Project is identical to the former 2007-2008 Project, with the addition of Red Oak Drive <br />from Sherwood Road to Long Lake Road.
