December 22, 2008 Item No. 7C <br />Page 2 <br />Discussion: <br />Project Development <br />The Streets and Utilities Committee held their first meeting on April 21, 2008. From that <br />date until the present, Staff has worked in coordination with the Committee and the City <br />Council to identify and address issues regarding the overall Street and Utility <br />Improvement Program and the specific 2009-2010 Street and Utility Improvement <br />Project. This included development of the new Stormwater Infiltration Program (SIP), <br />and the holding of two public meetings – the first on June 14, 2008 regarding various <br />design issues of the 2009-2010 Street and Utility Improvement Project, and the second <br />on July 15, 2008 regarding the proposed SIP. <br />The project development activities resulted in a number of resolutions being adopted by <br />the City Council. The full set of plans is 81 <br />pages long. Two complete sets of plans have been provided to City Staff, and are <br />available at City Hall for review if desired. In the interest of length, only relevant sheets <br />from the plan set have been attached to this Staff Report for City Council review. <br />The plans are in general accordance with the original Feasibility Report for the <br />2007-2008 Street and Utility Improvement Project, including modifications per all <br />subsequent resolutions noted in the previous table. However, there are a few <br />noteworthy modifications to the project that occurred outside of the resolutions listed <br />above during the detailed final design phase of the project plans.
