December 22, 2008 Item No. 7C <br />Page 4 <br />The final list of features for the 2009-2010 Street and Utility Improvement Project <br />provided in the RCWD permit application included only 64 infiltration basins. The <br />permit application has been reviewed and accepted by the RCWD Staff, and <br />received conditional approval (CAPROC) at the December 10, 2008 RCWD <br />Board meeting. Therefore the City can be fairly confident that no further <br />revisions to the list of infiltration features will be needed. <br />Included with this Staff Report are figures showing the 117 infiltration features <br />included on the preliminary list from the September notifications. On those <br />figures, the features that have been able to be removed from the list are also <br />indicated. <br />It should be noted no preferential treatment was given to those properties that <br />had appealed the SIP. All features were reviewed on the equal basis of the <br />criteria noted above. Of the four properties who appealed the SIP, one property <br />had its infiltration feature removed. Staff feels it is still appropriate and important <br />that the SIP continue to be applied on the criteria established for the program, to <br />maintain objective views on the matter. <br />The figures included with this Staff Report indicate those properties that had <br />submitted an appeal to the SIP. <br />Finally, it should also be noted that in addition to reducing the number of <br />infiltration basins needed, the final direction received from RCWD also allowed <br />the depth of the basins to be reduced from 12-inches to 6-inches. This is shown <br />on C1.03 of the plans, included with this Staff Report. <br />The reduction in the number and depth of the infiltration basins resulted in an <br />estimated construction cost savings of approximately $60,000 for the project. <br />x Ardan Avenue Drainage Subdistrict Analysis: <br />The Ardan Avenue Drainage Subdistrict Analysis was authorized by the City <br />Council on November 24, 2008 under Resolution 7361. The complete results of <br />the Analysis are being presented to the Council under a separate agenda item at <br />the December 22, 2008 meeting. The findings included one recommended storm <br />sewer improvement to be included in the 2009-2010 Street and Utility <br />Improvement Project that had not been addressed previously: <br />- The existing storm sewer on Red Oak Drive from Ardan Avenue to <br />approximately 225-feet south is recommended to be removed and be <br />replaced with a larger diameter pipe. This recommendation has been <br />incorporated into the final plan, and is shown on plan sheet C5.02-S <br />included with this Staff Report. <br />- The estimated construction cost of this storm sewer = $10,900
