December 22, 2008 Item No. 7C <br />Page 7 <br />Conversely, the current estimated utility cost is higher than the estimates in the <br />Feasibility Report. This is primarily due to the addition of storm sewer that was also <br />described previously in this Staff Report, such as the segment on Red Oak Drive <br />(identified by the Ardan Avenue Drainage Analysis) or the segment on Hillview Road <br />identified by the Public Works Staff. <br />Permits and Approvals <br />As noted previously under the discussion on Infiltration Basins, the application for the <br />RCWD permit has already been applied for and has received conditional approval <br />(CAPROC) by the RCWD Board. The conditions on the approval are all relatively <br />minor. No complications are anticipated in obtaining the permit. <br />Staff has also been in frequent contact with both Ramsey County and the Minnesota <br />Department of Transportation in regard to the project. No complications are anticipated <br />in obtaining the necessary permits and approvals from these agencies. <br />Easements <br />In the course of preparing the detailed construction plans, Staff identified only one <br />temporary construction easement that will be required for the project. This is for the <br />construction of the concrete sidewalk along the east side of Red Oak Drive, south of <br />Hillview Road. A temporary construction easement is also needed from that same <br />property for construction of the County Road 10 Trail Segments 1-5 Project. Staff has <br />reviewed the easement needs for both projects with the property owner, and anticipates <br />that the easements will be secured by approximately February 1, 2009. No direct cost <br />for the easement is anticipated. <br />Advertise for Bids <br />Per state statute, with an estimated contract amount in excess of $100,000, the project <br />must be advertised for competitive bidding of the construction contract. Publication of <br />the advertisement must be made at least 21 days before the time and date of the bid <br />opening. The advertisement must be published in both the official City newspaper and <br />in a trade publication or newspaper that is published in a first class City. <br />Project Schedule <br />The detailed schedule for this project has been updated to indicate the activities <br />completed to date as well as the estimated dates for upcoming project events. A copy <br />of the updated schedule is provided with this Staff Report. It can be seen from the <br />schedule that the bid date is proposed for January 29, 2009, which is one week later <br />than when the original schedule was prepared at the time the project was ordered. <br />However, it is still currently anticipated to award the construction contract on February <br />9, 2009, which is in keeping with the original schedule. All subsequent project activities <br />are also anticipated per the original schedule.
