<br />Item No: 3 <br />Meeting Date: August 1, 2016 <br />Type of Business: Discussion <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Planner <br />Item Title/Subject: Accessory Dwelling Units <br /> <br /> <br />Introduction: <br />Accessory Dwelling Units (ADU) are similar to an apartment on the same lot as a <br />single-family home. An ADU may be attached to, or detached from the home (see <br />examples below). Staff occasionally receive inquiries if they are permitted (they are <br />not). This topic was discussed by the City Council on May 9, 2016, and by the Planning <br />Commission on June 1st, July 6th, and July 20th, 2016. <br /> <br /> <br />(proposed Permitted Use) (proposed Conditional Use) (proposed Conditional Use) <br /> <br />Discussion: <br />The Planning Commission recommends that an ADU converted from an internal area of <br />the home be a permitted use, and a conditional use (CUP) if requiring an exterior <br />addition, or if in a detached building. The Planning Commission’s reason for permitted <br />vs. conditional use is that if the property owner proposes to significantly change the <br />appearance of the buildings, then the neighbors should be notified of the proposed <br />change, via a Public Hearing. ADU’s would only be allowed in the R-1 Single-Family <br />Residential District. <br /> <br />Accessory Dwelling Units are a topic which many cities have considered in recent <br />years. <br /> <br />Known cities which allow ADU’s as a permitted or conditional use: <br />Apple Valley <br />Andover <br />Blaine <br />Bloomington <br />Chanhassen <br />Eagan <br />Eden Prairie <br />Farmington <br />Inver Grove Heights <br />Long Lake <br />Minneapolis <br />Minnetonka <br />Plymouth <br />Richfield <br />Roseville <br />Shoreview <br />St. Paul <br />Stillwater <br />White Bear Lake <br /> <br />Known cities which prohibit ADU’s: <br />Burnsville <br />Brooklyn Park <br />Coon Rapids <br />Lakeville <br />Maple Grove <br />Maplewood <br />St. Louis Park <br />Woodbury <br /> <br /> <br />
