Appearance as a second dwelling: The intent is for ADU’s to appear subordinate to the <br />Single-Family Home. Appearance is subjective, and will be determined by the Planning <br />Commission and City Council through the Public Hearing process, unless permitted as <br />an internal ADU. <br /> <br />Parking: Within the R-1 district, each property must have two parking stalls. A third will <br />be required for an ADU. <br /> <br />Tiny Houses: ADU’s must be on a permanent foundation. A “Tiny House” is commonly <br />a temporary structure, similar to a park trailer or fish house. City Code allows these to <br />be stored on property, but not inhabited. In June 2016, the City Council “opted out”, <br />choosing not to permit Temporary Family Healthcare Dwellings, similar to a Tiny House. <br /> <br />What to Expect <br />Based on the experiences of other suburbs, Staff believes there may be a lot of interest <br />in ADU’s, but that may not necessarily translate into permit applications. St. Paul is <br />considering amending their ordinance to allow ADU’s in an area along west University <br />Ave. During their public comment period, residents were equally divided for and <br />against ADU’s. Arguments for ADU’s included; options for affordable housing; and <br />aging in place. Arguments against ADU’s, included; City’s inability of enforcement; too <br />much density and lost green space; detached ADU’s should not be allowed; parking <br />concern; and change in neighborhood character. <br /> <br />Recommendation: <br />Staff recommends that the Council discuss if ADU’s would be appropriate in Mounds <br />View, and consider any potential concerns.
