December 30, 2014 <br />Assessment Considerations for Mustang Drive Pavement Rehabilitation and Drainage Improvements Projects <br />Page 2 of 5 <br /> <br />Storm Drainage Improvements <br />Street flooding at the intersection of Mustang Drive and Mustang Circle occurs on a <br />frequent basis. This intersection is the low point on Mustang Drive and is the only location <br />where drain inlets exist. An area of approximately 16.7 acres of the industrial park drains to <br />these intersection inlets. Actual flooding is caused by the existing storm sewer system <br />being unable to accommodate runoff from storm events as frequent as every one year. <br />Flooding from these frequent storms cause shallow ponding in the street and grass <br />boulevard areas, while larger storm events will cause street ponding to a depth of about <br />one foot that extends 70 feet to the north of the intersection. A significant contributor to <br />this runoff is associated with the freight distribution property on the south side of Mustang <br />Drive. <br />A drainage study was prepared in 2007 by Stantec (formerly Bonestroo) for Mustang <br />Drive/Circle intersection. The study detailed the drainage issues and inadequacies, <br />and also provided four options for improving flooding at this intersection. These <br />options involve one or more improvements involving street grades, drain inlet and <br />storm sewer modifications, and new storm ponds. Public Works has recommended an <br />option where the existing street profile would be modified to direct excess runoff north <br />along Mustang Circle, requiring reconstruction of the road profile to remove the high <br />point located 70 feet north of the intersection. This will also require modifications to <br />two existing entrance drives to match the revised curb line elevations. This option will <br />direct excess flow to the existing low point in Mustang Circle. The existing drainage <br />channel (ditch) west of the street may also need to be regraded to provide adequate <br />capacity. <br />Funding/Chapter 429 Process <br />Improvements to Mustang Drive/Circle have been discussed for several years and have <br />been included on the Capital Improvement Program and previous years' budgets. The <br />2015 draft budget includes the following funding: <br /> TIF District #2 (420-4650-750): $ 450,000 <br /> Stormwater Fund (745-4415-7050): $ 75,000 <br /> Total $ 525,000 <br /> <br />The City Council indicated to staff during budget discussions recently that they would like <br />to use special assessments as an additional funding source. This process is mandated by <br />Minnesota Statute Chapter 429 and would assess a portion of the costs to the benefitting <br />abutting properties. <br />Chapter 429 has specific steps and activities that must occur during the project <br />development (see attached checklist). The first step is to order a feasibility report. This <br />was done at the December 8th Council meeting. The report is in progress and will <br />consider whether the project is necessary, feasible, and cost effective. Other report <br />items include permits needed, land issues, and a layout of the proposed improvements.
