The City currently owns all three <br />parcels. <br />The adjacent parcel to the southeast, which has historically been a car wash, is currently being <br />redeveloped as a Coventry senior living facility. <br />2.1.2 Environmental <br />There were two recorded petroleum storage tank releases reported on the 2390 County Road 10 <br />parcel when it was a Brooks Food Store. The first release was reported on January 3, 1990 and <br />the file was closed on December 18, 1992 (Site ID# LEAK00002141). The second release was <br />reported on June 15, 1994 for the former Brooks Food Store on the site, and the file was closed <br />on March 26, 1996 (Site ID# LEAK00007478). <br />The City purchased the 2390 County Road 10 parcel in 2006, demolished the structures, <br />removed the underground storage tanks, and completed Phase I and Phase II Environmental <br />Site Assessments (ESAs). According to the File Closure Confirmation letter from the MPCA dated <br />May 30, 2006, “If future development of the site or surrounding area is planned, it should be <br />assumed that petroleum contamination is present.” <br />2.1.3 Zoning <br />All three parcels are currently <br />zoned B-3 Highway Business. Zoning <br />of the surrounding parcels includes <br />B-3 to the north and east and R-1, <br />R-2, and R-4 to the west and south. <br />All three parcels are owned by the <br />City of Mounds View. <br />The residential areas to the west <br />and south will require buffering. It is <br />anticipated that the Crossroad <br />Point site could be rezoned and <br />developed as a PUD. The relevant <br />portion of the City’s Zoning Map is <br />included in the figure to the right. <br />2.1.4 Utilities <br />The site is served by City sewer and <br />water, with trunk utilities in both <br />Edgewood Drive and Greenfield <br />Avenue. <br />Figure 4: Crossroad Pointe Area Zoning Map
