<br />5.10 <br /> <br />5.2.2 Development Pattern <br />County Road 10 is a four-lane <br />divided highway that bisects the <br />City of Mounds View. Until the US <br />Highway 10 bypass was <br />completed several years ago, just <br />north of Mounds View, County <br />Road 10 was designated as US <br />Highway 10 and was the main <br />thoroughfare linking St. Paul and <br />Ramsey County to Anoka County <br />and St. Cloud. Although no longer <br />a US Highway, County Road 10 <br />has an average annual daily <br />traffic volume of almost 22,000 <br />vehicles and is a wide <br />thoroughfare with an <br />approximately 250-foot right-of- <br />way. Therefore, very little development along the highway is conducive to non-automobile <br />access. <br />Most businesses dependent on traffic along the corridor are food establishments, retail stores, or <br />service-retail. Immediately after the US Highway 10 bypass was completed, there was a drop in <br />traffic volumes along County Road 10, which led to sporadic store closings and relocations and <br />conspicuous gaps in an already spread out urban fabric. However, traffic levels have steadily <br />increased, which has led to new investment along the corridor, such as h igh density senior <br />housing and new neighborhood-oriented retail, especially to the north and west of Crossroad <br />Pointe. The area closest to Interstate 35W, which is southeast of Crossroad Pointe, tends to be <br />characterized by more commercial/industrial development rather than traditional <br />neighborhood-oriented retail. <br />The recent change in the business composition along County Road 10 is a reflection of <br />changing demographics and size of achievable trade areas. At one time, businesses along <br />County Road 10 were able to capture the needs of customers from a wide region in search of <br />motels, entertainment, and specialty goods shopping. Now businesses must adapt to smaller <br />trade areas that are increasingly populated by older households with few or no children. <br />5.2.3 Important Nearby Development <br />Medtronic has a significant corporate campus with approximately 6,000 employees located one <br />mile north of County Road 10 at the intersection of Interstate 35W and US Highway 10. The <br />campus consists of cardiac and disease management units supporting research and <br />development, accounting, sales and marketing, and legal activities.
