Item No: 2 <br />Meeting Date: July 7, 2014 <br />Type of Business: Work Session <br />Administrator Review: ____ <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Residential Kennel Licensing <br /> <br /> <br />Background <br /> <br />In accordance with the Mounds View City Code §701.03, subd. 10(a), any premises where three <br />(3) or four (4) dogs over six (6) months of age are owned, boarded, bred, kept, or harbored must <br />obtain a Residential Kennel License approved by the City. The City is starting to see an increase <br />in Residential Kennel License applications, and Staff feels that this may be a good time to re- <br />examine the City Code in regard to Residential Kennel Licensing. <br /> <br />Staff researched area cities on their requirements for Residential Kennel Licensing and individual <br />dog licensing. Attached are the findings for your review. <br /> <br />The City currently has five (5) Residential Kennel Licenses, and one (1) Commercial Kennel <br />License. Of the five (5) Residential Kennel Licenses, four have three (3) dogs on the premises, <br />and one has four (4) dogs on the premises. <br /> <br /> <br />Items for Discussion <br /> <br />• Many cities require cats to be licensed. There are no provisions in the Mounds View <br />City Code pertaining to licensing cats. Would the City Council be interested in adding <br />the provisions of licensing cats in the City Code? <br /> <br />• Many cities allow 3 domesticated animals in a residential area. Some cities require a <br />Residential Kennel license after 3 dogs/domesticated animals, and some do not allow <br />Residential Kennel Licensing at all. Would the City Council be interested in allowing <br />more that 2 dogs in a residential area without a special license or permit? <br /> <br />• Would the City Council be interested in only allowing a certain number of dogs/cats <br />without any Residential Kennel provisions? In other words, the City could authorize only <br />3 or 4 dogs/cats without allowing residents the option for more dogs/cats. <br /> <br />• Most cities do not require a resident to obtain petition signatures from their neighbors. <br />Staff has received a number of complaints from residents going through the Residential <br />Kennel licensing process. One of the major complaints is finding property owners on <br />vacant properties. Would the City Council be interested in removing the requirement for <br />residents to obtain petition signatures from their neighbors. Perhaps revising the City <br />Code to require residents to go through the Public Hearing process instead? <br /> <br />• Does the City Council want to continue to individually licensed dogs? A number of cities <br />do not require individual dog licensing due to the cost of tracking software and other <br />administration costs. The City currently uses PermitWorks to track all individual dog <br />licenses at a cost of $750 per year, and it takes 10-15 minutes of Staff time to process <br />each individual license.
