Mounds View City Council March 24, 2014 Regular Meeting Page 6 Inc. for the 2014 Street and Utility Improvement Project – Area G. 1 2 Public Works Director DeBar explained the Council approved bidding documents for Area G at 3 the February 10th City Council meeting. Advertisements were published and the City received 4 nine bids for the project. The low bid was submitted by Northwest Asphalt out of Shakopee, 5 Minnesota. This was the same vendor that has completed the past four street improvement 6 projects for the City of Mounds View. 7 8 Public Works Director DeBar indicated Stantec has spoken with Northwest Asphalt regarding the 9 project and was comfortable moving forward with this vendor based on the bid submitted. Staff 10 recommended the Council award the construction contract for Area G to Northwest Asphalt with 11 a construction contingency of 3%. He recommended the Council also approve Stantec’s bid for 12 engineering services, along with the geo-technical services to be provided by Braun Intertec. 13 14 Public Works Director DeBar explained that if the contract is awarded, a neighborhood meeting 15 would be held on April 26, 2014. 16 17 Council Member Meehlhause asked if Northwest Asphalt’s bid included the sidewalk along 18 Ardan Avenue. Public Works Director DeBar reported this item was included in the bid amount. 19 20 Council Member Meehlhause requested further information from staff on the Stantec bid. Public 21 Works Director DeBar explained the Stantec bid had increased slightly after adding the sidewalk 22 along Ardan Avenue and several catch basins to the plan profile. He then discussed the expense 23 for review and design services that would be provided by Stantec for Area G. It was noted the 24 original $94,000 for design should be adjusted to $133,000. 25 26 Council Member Mueller questioned if the Director of Public Works should be authorized to 27 approve contingency expenses, upwards of $60,000. City Administrator Ericson commented this 28 issue had been discussed in the past by the Council and it was determined that staff needed some 29 level of flexibility to handle issues that could not wait two weeks for Council approval. He 30 stated in the long run, it would cost the City more money to stop the project in order to receive 31 Council approval for contingency matters. 32 33 Mayor Flaherty inquired if the requested 3% contingency would be sufficient. Public Works 34 Director DeBar stated a 5% contingency had been requested in the past, but he was comfortable 35 with 3% given the level of trust that had been established with Northwest Asphalt. 36 37 Council Member Mueller inquired if the City would be following up with the companies that 38 would not be receiving the bid. Public Works Director DeBar commented he would send 39 Northwest Asphalt a notice that they had received the bid and a notice with bid bonds would be 40 sent back to the other companies. 41 42 MOTION/SECOND: Hull/Meehlhause. To Waive the Reading and Adopt 8229, Awarding a 43 Construction Contract to Northwest Asphalt, Inc. for the 2014 Street and Utility Improvement 44 Project – Area G, amending the Stantec design fees. 45
