Mounds View City Council March 24, 2014 <br />Regular Meeting Page 6 <br /> <br />Inc. for the 2014 Street and Utility Improvement Project – Area G. 1 <br /> 2 <br />Public Works Director DeBar explained the Council approved bidding documents for Area G at 3 <br />the February 10th City Council meeting. Advertisements were published and the City received 4 <br />nine bids for the project. The low bid was submitted by Northwest Asphalt out of Shakopee, 5 <br />Minnesota. This was the same vendor that has completed the past four street improvement 6 <br />projects for the City of Mounds View. 7 <br /> 8 <br />Public Works Director DeBar indicated Stantec has spoken with Northwest Asphalt regarding the 9 <br />project and was comfortable moving forward with this vendor based on the bid submitted. Staff 10 <br />recommended the Council award the construction contract for Area G to Northwest Asphalt with 11 <br />a construction contingency of 3%. He recommended the Council also approve Stantec’s bid for 12 <br />engineering services, along with the geo-technical services to be provided by Braun Intertec. 13 <br /> 14 <br />Public Works Director DeBar explained that if the contract is awarded, a neighborhood meeting 15 <br />would be held on April 26, 2014. 16 <br /> 17 <br />Council Member Meehlhause asked if Northwest Asphalt’s bid included the sidewalk along 18 <br />Ardan Avenue. Public Works Director DeBar reported this item was included in the bid amount. 19 <br /> 20 <br />Council Member Meehlhause requested further information from staff on the Stantec bid. Public 21 <br />Works Director DeBar explained the Stantec bid had increased slightly after adding the sidewalk 22 <br />along Ardan Avenue and several catch basins to the plan profile. He then discussed the expense 23 <br />for review and design services that would be provided by Stantec for Area G. It was noted the 24 <br />original $94,000 for design should be adjusted to $133,000. 25 <br /> 26 <br />Council Member Mueller questioned if the Director of Public Works should be authorized to 27 <br />approve contingency expenses, upwards of $60,000. City Administrator Ericson commented this 28 <br />issue had been discussed in the past by the Council and it was determined that staff needed some 29 <br />level of flexibility to handle issues that could not wait two weeks for Council approval. He 30 <br />stated in the long run, it would cost the City more money to stop the project in order to receive 31 <br />Council approval for contingency matters. 32 <br /> 33 <br />Mayor Flaherty inquired if the requested 3% contingency would be sufficient. Public Works 34 <br />Director DeBar stated a 5% contingency had been requested in the past, but he was comfortable 35 <br />with 3% given the level of trust that had been established with Northwest Asphalt. 36 <br /> 37 <br />Council Member Mueller inquired if the City would be following up with the companies that 38 <br />would not be receiving the bid. Public Works Director DeBar commented he would send 39 <br />Northwest Asphalt a notice that they had received the bid and a notice with bid bonds would be 40 <br />sent back to the other companies. 41 <br /> 42 <br />MOTION/SECOND: Hull/Meehlhause. To Waive the Reading and Adopt 8229, Awarding a 43 <br />Construction Contract to Northwest Asphalt, Inc. for the 2014 Street and Utility Improvement 44 <br />Project – Area G, amending the Stantec design fees. 45
