<br />Additional Information: <br />On February 27, 2017, the City Engineer (and Council) received an e-mail from Mr. Kevin <br />Pranis, Marketing Manager for the Laborers District Council Minnesota and North Dakota <br />(Union) regarding Ebert Construction. This letter alleged that Ebert Construction exhibited a <br />‘evident pattern of poor performance’. The letter provided a list of projects to back up their <br />claims. Therefore, the City Engineer discussed this issue with Markus Ebert, Vice President, <br />Ebert Construction and received a list of references from him. <br /> <br />Subsequently, the Ebert references, along with contacts for the projects in the Union letter, were <br />contacted. Based on these discussions, the City Engineer recommends that Ebert Construction <br />be awarded this contract. The attached memo, which was also provided previously to the <br />Council gives additional detail on the discussions. In summary, each of the people contacted <br />stated that Ebert completed their projects to their satisfaction. There were the normal issues <br />experienced during construction; however, none of those issues rose to the level of causing <br />undue concern. All contacts stated that they would be willing to award a contract to Ebert in the <br />future. <br /> <br />Recommendation: <br />Public Works and Oertel Architects, Inc. recommend that the City Council adopt the attached <br />resolution to accept the bids and award the contract for the construction of the Public Works <br />Facility (City Project No. 2017-C02). Additionally, staff recommends the approval of the <br />following: <br />• Special inspections by American Engineering Testing, Inc. in the amount of $30,916.50 <br />• IT wiring by MTG in the amount of $15,216.34 <br />• Storage ‘pod’ rental from DART in the amount of $7,080 <br />• Temporary fencing installation by Century Fence in the amount of $5,515 <br />• Electrical work for relocation of the welder, air compressor, and security lighting by <br />Muska Electric in the amount of $7,795 <br />• SCADA relocation by AE2S in the amount of $14,400 <br /> <br />Respectfully submitted, <br /> <br /> <br />Brian Erickson – Public Works Director/City Engineer
