Mounds View City Council March 13, 2017 <br />Regular Meeting Page 2 <br /> <br />Assistant City Administrator Crane requested the Council adopt a resolution canvassing the 2017 1 <br />Special Election, which was held on Tuesday, March 7th. Staff reviewed the results and noted 2 <br />William Bergeron would be sworn in on Monday, March 27th. 3 <br /> 4 <br />MOTION/SECOND: Meehlhause/Hull. To Waive the Reading and Adopt Resolution 8730, 5 <br />Canvassing the 2017 Special Election. 6 <br /> 7 <br /> Ayes – 4 Nays – 0 Motion carried. 8 <br /> 9 <br />The Council offered Council Member Elect William Bergeron a round of applause. 10 <br /> 11 <br />Council Member Elect William Bergeron, 7729 Woodlawn Drive, thanked everyone who came 12 <br />out and voted at the Special Election. He looked forward to serving as a Council Member in the 13 <br />City of Mounds View. 14 <br /> 15 <br />7. COUNCIL BUSINESS 16 <br />A. Resolution 8719, Accepting the Bids and Awarding the Contract for the 17 <br />Construction of the Public Works Facility. 18 <br /> 19 <br />Public Works Director Erickson requested the Council accept the bids and award the contract for 20 <br />the construction of the Public Works Facility. He reviewed the history of this project and noted 21 <br />bids were opened on February 21st. He explained the low bidder was Ebert Construction. Staff 22 <br />provided further comment on the proposed bid along with the alternatives and recommended a 23 <br />6% contingency be included in the contract. 24 <br /> 25 <br />Council Member Meehlhause asked why there was such a discrepancy for Alternate #1 bid. 26 <br />Public Works Director Erickson stated he was uncertain why these numbers varied so much 27 <br />between bidders. 28 <br /> 29 <br />Council Member Meehlhause questioned where the storage containers would be located. Public 30 <br />Works Director Erickson explained the storage containers would be placed outside of the water 31 <br />treatment plant. 32 <br /> 33 <br />Council Member Meehlhause inquired where the SCADA system would be relocated. Public 34 <br />Works Director Erickson indicated this would be placed in the water treatment plant as well. 35 <br /> 36 <br />Mayor Mueller thanked staff for the thorough staff report. She was pleased that the bids came in 37 <br />$700,000 lower than was estimated by the City Engineer. 38 <br /> 39 <br />MOTION/SECOND: Hull/Gunn. To Waive the Reading and Adopt Resolution 8719, Accepting 40 <br />the Bids and Awarding the Contract for the Construction of the Public Works Facility. 41 <br /> 42 <br />Council Member Meehlhause questioned when the Public Works Facility project would begin. 43 <br />Public Works Director Erickson anticipated work would begin mid-April after road restrictions 44 <br />have been lifted. 45
