<br />Item No: 08D <br />Meeting Date: April 10, 2017 <br />Type of Business: Consent <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Resolution 8746, Approving a Revision to the City’s Policy in <br />Support of Artistic Organizations <br /> <br />Introduction: <br /> <br />In 2003, the City Council adopted a policy in support of artistic organizations, consistent <br />with MN Statutes 471.941 (see attached Policy.) Over the years, the Policy has been used <br />to support the Mounds View Community Theatre (MVCT) through its use of our copy <br />machine. <br /> <br /> <br />Discussion: <br /> <br />In the years subsequent to Policy adoption, MVCT has requested and the City Council has <br />approved the use of the copy machine, as long as MVCT uses its own paper and the <br />copies are in black & white. Their use has been without incident or inconvenience, and the <br />MVCT again seeks Council support for similar usage in 2017. Given the long history with <br />the organization, staff is proposing an amendment to the Policy to allow for administrative <br />authorizations after an initial Council resolution of approval. This can be done by adding a <br />new clause, Section 2.3, which could read as follows: <br /> <br /> 2.3 The City Council may delegate to the City Administrator the <br />ability to administratively re-approve such requests which had <br />been previously approved by City Council resolution. <br /> <br /> <br />Recommendation: <br /> <br />Staff recommends City Council approval of Resolution 8746, a resolution revising the City <br />of Mounds View Policy in Support of Artistic Organizations. <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />________________________ <br />James Ericson <br />City Administrator <br /> <br />
