Additionally, as part of this project, mold
remediation quotes were solicited and received.

Discussion:
On February 13, 2017, the City Council approved resolution 8711 to prepare bid packages, and solicit
quotes for repair work. Public works staff prepared bid packages utilizing the scopes of work prepared by
Albertson Engineering for the roof drain repairs and Environmental Assessment, Inc. for the mold
remediation.

The for the roof drain repairs eight (8) quotes from qualified mechanical contractors were solicited, and
five (5) quotes were solicited from qualified mold remediation contractors. Quotes were received from
three (3) mechanical contractors and four (4) mold remediation contractors. The following tables provides
the bidders names, and associated quotes:

Rank Mechanical Contractor Quote Amount
Low NAC Mechanical and Electrical $ 14,625.00
2 RAK Construction Inc. $ 22,884.00
3 Northland Mechanical Contractors, Inc. $ 28,794.00

Rank Mold Remediation Contractor Quote Amount
Low Trinity Environmental Specialists $ 1,971.00
2 Mavo Systems Inc. $ 2,055.00
3 EnviroBate, Inc. $ 2,720.00
4 Environmental Plant Services $ 3,668.00

The Engineer’s Estimate for completing the work is $12,900 for the roof drain repair and $2,500 for the
mold remediation. As shown in the tables above, the low bidder for the mold remediation is approximately
$500 below the Engineer’s Estimate, however the mechanical contractor is approximately $1,700 above
the Engineer’s Estimate. If awarded, NAC Mechanical and Electrical will begin scheduling the roof drain
and insulation replacement in conjunction with mold remediation services performed by Trinity
Environmental Specialists in order to limit disruption to work in the Engineering office, which will likely be
late April/early May. The contract documents require that the work be substantially complete by May
26, 2017, with final completion on or before June 16, 2017.

Because of the cost of the repairs and the fact that there is sufficient funding in the Special Project Fund,
the funding for this project will come from the Special Project Fund 480-4180-7050. This has been
discussed with the Finance Director and has his concurrence.
