Item No: __7A__
Meeting Date: April 24, 2017
Type of Business: Council Business
Administrator Review : ____
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Jon Sevald, Planner
Item Title/Subject: First Reading and Introduction of Ord 934, amending the
Zoning Map for properties located at 2901 Mounds View
Blvd. and 80XX Groveland Rd. (Planning Case MU2017-
001)

Introduction:
MWF Properties is proposing to construct a 60-unit apartment building at the NW
corner of Mounds View Blvd. & Groveland Rd. The project will require several planning
approvals, including; (1) zoning map amendment, (2) conditional use permit for a
multiple-family dwelling, (3) major subdivision to combine four lots into one lot, and (4)
development review. The current applications are for a zoning map amendment
(rezoning), and a conditional use permit (CUP). Public Hearings for both are scheduled
for the May 8th City Council meeting. If approved, and if the developer obtains financial
assistance, MWF’s intent is to apply at a later date for a major subdivision and
development review.

Analysis:
The proposed project is located on four properties. Multiple-Family Dwellings are not
permitted in the R-1 or B-3 districts, necessitating a rezoning to R-4, where they are
conditionally permitted (CUP).

ADDRESS EXISTING
USE
EXISTING
COMP.
