Item 07A <br />April 24, 2017 <br />Page 2 <br /> <br />The Comprehensive Plan Future Land Use Map1 guides the Mounds View Blvd corridor <br />west of Fairchild Ave. for Mixed Use-Planned Unit Development (MU-PUD), including <br />the four subject properties. The intent is for development to occur as a PUD for <br />residential and commercial/office use, although, a “PUD” is not required. No <br />amendment to the Comprehensive Plan is required nor proposed as part of this project. <br /> <br />The minimum project size for a Mixed Use PUD is 4-acres, and 3-acres for Residential <br />PUD’s 2. PUD’s allow for flexibility not otherwise permitted within the underlying zoning <br />district (e.g. R-4 High Density Residential). The proposed project is consistent with the <br />R-4 District, thus, the flexibility of a PUD is not necessary. The most recent PUD was <br />for the Bel Rae assisted living facility (2010). <br /> <br />Additionally, the properties are located within the County Road 10 Corridor Overlay <br />District, which includes all properties within 200’ of Mounds View Blvd. (Co Rd 10). The <br />Overlay District requires higher standards for building location, appearance, and <br />landscaping. These regulations will be applicable during the Development Review <br />process. <br /> <br />The procedure for considering Zoning Map amendments are described in City Code, <br />Section 1125.01, and include the consideration by the Planning Commission of <br />“Adverse Effects”. Staff’s analysis is as follows (Findings): <br /> <br />1. Relationship to Municipal Comprehensive Plan. <br /> <br />Findings: The Mounds View Comprehensive Plan, Figure 6 (Future <br />Land Use Map) guides these properties for Mixed Use (MU- <br />PUD). MU-PUD is defined as “Land containing a building or <br />buildings with significant amounts of residential uses in <br />combination with commercial and/or office uses. Sites with <br />this designation should be developed as planned unit <br />developments to provide flexibility to ensure that integrated <br />efficient and well-planned development occurs. Examples <br />include projects that could provide for a mix of residential <br />and commercial uses within single or multiple structures.” <br /> <br />The proposed Zoning Map amendment is consistent with the <br />residential component of the Mixed Use designation. <br /> <br />2. The geographical area involved. <br /> <br />Findings: The proposed Zoning Map amendment is in harmony with <br />the adjacent southeasterly zoning district; R-4 High Density <br />Residential. <br /> <br />3.
