SPECIAL ORDER OF BUSINESS 31 <br /> A. Review the 2016 Annual Audit by Aaron Nielsen, CPA, from MMKR 32 <br /> 33 <br />Aaron Nielsen, CPA with MMKR, reviewed the 2016 audit in detail with the Council. He 34 <br />reported the City received an unmodified or clean opinion on its financial statements. He was 35 <br />pleased to report the City was seeing an increase in the estimated market value of properties 36 <br />which had a positive impact on tax capacity. He commented on the City’s revenues and 37 <br />expenditures per capita and provided a summary on all governmental funds. 38 <br /> 39 <br />Mayor Mueller asked if the City’s enterprise funds were covering expenses at this time. Finance 40 <br />Director Beer reported this was the case. He anticipated water rates would need to be increased 41 <br />in order to cover the City’s proposed infrastructure improvements. He added that sanitary sewer 42 <br />rates may also need to be increased in relation to Met Council increases. 43 <br /> 44 <br />Mayor Mueller thanked Mr. Nielsen for his thorough report. 45
