First Reading and Introduction of Ordinance 934, Amending the Zoning 3 <br />Map for Properties located at 2901 Mounds View Boulevard and 80XX 4 <br />Groveland Road. 5 <br /> 6 <br />Planner Sevald requested the Council consider the introduction of an ordinance that would 7 <br />amend the City’s zoning map for properties located at 2901 Mounds View Boulevard and 80XX 8 <br />Groveland Road. He explained the proposed change would allow these properties to be rezoned 9 <br />from R-1 Single Family to R-4, in order to house a 60-unit apartment building. It was staff’s 10 <br />opinion the proposed amendment was consistent with the Comprehensive Plan. He explained a 11 <br />4/5’s vote would be required of the City Council. 12 <br /> 13 <br />Council Member Meehlhause asked what would happen if the property was rezoned and the 14 <br />apartment project were not to go through. Planner Sevald explained the property would remain 15 <br />R-4. 16 <br /> 17 <br />Mayor Mueller inquired if there were any comments from the public regarding the proposed 18 <br />ordinance. There were no comments. 19 <br /> 20 <br />MOTION/SECOND: Gunn/Meehlhause. To approve the first reading and introduction of 21 <br />Ordinance 934, amending the Zoning Map for properties located at 2901 Mounds View 22 <br />Boulevard and 80XX Groveland Road, waiving the reading. 23 <br /> 24 <br />Mayor Mueller questioned if access to the site could be made off of Mounds View Boulevard 25 <br />instead of Groveland Road. Chris Stokka, MWF Properties, stated this could be accommodated 26 <br />if access were approved by Ramsey County. He commented that his preliminary conversations 27 <br />with the County led him to believe that access to the project would be off of Groveland Road. 28 <br /> 29 <br />Council Member Meehlhause encouraged the developers to speak with County Commissioner 30 <br />Blake Huffman and Public Works Director Jim Tolaas at the County. 31 <br /> 32 <br /> Ayes – 5 Nays – 0 Motion carried. 33 <br /> 34 <br />B. First Reading and Introduction of Ordinance 933, Amending City Code, 35 <br />Section 401.06, Subd. 3, relating to Planning Commission Agenda Sessions. 36 <br /> 37 <br />Planner Sevald requested the Council consider Ordinance 933 amending the City Code relating 38 <br />to Planning Commission Agenda Sessions. He explained the Planning Commission amended its 39 <br />bylaws in February to no longer hold agenda session meetings, and for this reason, staff was 40 <br />recommending the City Code be likewise amended. 41 <br /> 42 <br />MOTION/SECOND: Hull/Bergeron. To Approve the First Reading and Introduction of 43 <br />Ordinance 933, an Ordinance Amending Section 401.06, Subd. 3, of the City Code, relating to 44 <br />Planning Commission Agenda Sessions. 45
