Item No: 06B <br />Meeting Date: May 8, 2017 <br />Type of Business: Consent <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Resolution 8754, Approve Facilities Maintenance/Custodian <br />Position Description <br /> <br />Introduction: <br /> <br />During the May Work Session, Staff presented a revised job description for a Facility <br />Maintenance/Custodian. Due to the resignation of the Community Center Custodian, <br />Staff reviewed the job description, and made revisions to better align with the City’s <br />current needs. <br /> <br />Background: <br /> <br />During the May Work Session, it was the consensus of the City Council to proceed in <br />revising the job description with the current Community Center Custodian pay scale, <br />and start the hiring process. Staff further researched the position after the May Work <br />Session, and found this position to appear over compensated as it relates to past <br />compensation studies, pay equity reports, and HAY point system. The HAY point <br />system assigns points to jobs based on levels of skill, effort, responsibility and working <br />conditions. The City also uses the HAY point system when completing pay equity <br />reports. It is Staff’s recommendation to approve the new job description, and start the <br />process of a HAY point analysis and salary study. Springsted, Inc., has already started <br />the process for conducting a salary compensation study for three positions, and Staff <br />would add this position to the study. With the current HAY points on the Community <br />Center Custodian position being 98, it appears this position is over compensation at <br />around $500 per month. Due to the HAY point designation and the current revisions to <br />the job description it is Staff’s recommendation to conduct a HAY point and salary <br />analysis before proceeding in the hiring process. <br /> <br />Recommendation: <br /> <br />Staff recommends to approve the job description in order to start the process of a HAY <br />point and salary compensation analysis for this position.
