Whether such use will tend to or actually depreciate the area in which it is proposed. <br /> <br />Finding: Any depreciation or increase in area property values is speculative. It is <br />expected that approval of this Conditional Use Permit and subsequent <br />planning approvals, will be followed by a development of a multiple-family <br />dwelling, which will improve the properties from its current vacant status, <br />thereby improving the vibrancy of the neighborhood. <br /> <br />4. The character of the surrounding area. <br /> <br />Finding: The character of the surrounding area along Mounds View Blvd (County <br />Road 10) includes a mixture of commercial, single-family detached <br />homes, and single-family attached townhomes. <br /> <br /> The character of the surrounding area along Groveland Rd includes <br />single-family detached homes. <br /> <br />5. The demonstrated need for such use. <br /> <br />Finding: The Metropolitan Council allocates “affordable housing need” for each <br />community within the metro area, within the years 2021-2030. The need <br />allocated to Mounds View is 27 units (13 units at or below 30% AMI; 5 <br />units at 31% - 50% AMI; and 9 units at 51% - 80% AMI).5 The proposed <br />apartment building will provide 60-units at or below 60% AMI, satisfying <br />part or all of this housing need. <br /> <br /> <br />Traffic Concerns <br />Relating to traffic concerns, MWF is proposing a driveway on Groveland Rd. MWF <br />previously requested access onto Mounds View Blvd, which was denied by Ramsey <br />County, citing that if access is possible from a local street, then it should access the <br />local street. Additionally, Groveland Rd offers a full access intersection, vs. a right-in, <br />right-out if accessing Mounds View Blvd. According to Ramsey County, there were 23 <br />crashes at this intersection between 2011 and 2015, two with injuries. <br /> <br />Staff is recommending that the City Council require MWF to complete a Traffic <br />Engineering Study as part of this CUP. Pending completion of the study, Staff may <br />recommend additional requirements as part of the Subdivision and/or Development <br />Review process, including reconsideration of the access by Ramsey County. <br /> <br />The City has received verbal concerns from two property owners on Groveland Rd <br />regarding how much additional traffic apartment residents would contribute. The 2015 <br />Average Daily Traffic (ADT) for this section of Mounds View Blvd (CSAH 10) is 21,400. <br />The ADT for Groveland Rd (MSAS) is 1,250. <br /> <br /> <br /> <br /> <br />5 Metropolitan Council Thrive MSP 2040 Housing Policy Plan, Exhibit 6: Allocations of Affordable Housing Need <br />by Affordability Band for 2021-2030 for All Communities.
