<br />Item 07B <br />May 8, 2017 <br />Page 4 <br /> <br />Criteria for Granting Conditional Use Permits <br />There are eight criteria to be considered when granting a Conditional Use Permit6, the <br />findings of which are listed in Resolution 8751. The CUP application includes a site <br />plan, landscaping plan, and elevation drawings, much of which is applicable to these <br />eight criteria. Please note that the Site Plan and building plans are subject to change <br />through the Development Review process. <br /> <br />The Municipal Code 7 allows for additional conditions to be placed on a Conditional Use <br />Permit, listed below. (comments in italics). It is Staff’s opinion that it would be more <br />appropriate to address these items during the Subdivision and Development Review <br />process. <br /> <br />1. Increasing the required lot size or yard dimension. <br /> <br />MWF’s intent is to apply for a Major Subdivision, combining four lots into one lot. <br />The minimum lot area within the R-4 district is 2,500 sq ft per multi-family unit. MWF <br />proposes 60-units, or 2,596 sq ft lot area per unit. The lot size will be in compliant. <br /> <br />2. Limiting the height, size or location of buildings. <br /> <br />The maximum building height in the R-4 district is 3-stories. MWF proposes a 3- <br />story building, with underground parking. The location of the building will be in the <br />SW corner of the property to provide buffering from single-family homes on <br />Groveland Rd. <br /> <br />3. Controlling the location and number of vehicle access points. <br /> <br />Staff is recommending that the City Council require that MWF complete a traffic <br />engineering study. Vehicle access points will be determined through the Major <br />Subdivision and/or Development Review process, and by approval of the local road <br />authority. <br /> <br />4. Increasing the street width. <br /> <br />To be determined through the traffic engineering study (e.g. restriping for a turn <br />lane). <br /> <br />5. Increasing the number of required off-street parking spaces. <br /> <br />The site plan indicates 63 covered and 62 uncovered parking stalls. The County <br />Road 10 Overlay District states that the minimum parking standards may be used as <br />a guide.
