Designating sites for open space. <br /> <br />Landscaping and open space will be addressed through the Development Review <br />process. <br /> <br /> <br />Planning Commission Recommendation: <br />The Planning Commission considered this request at their April 5, 2017 meeting. A <br />motion to recommend approval failed on a 3-3 vote, and is referred to the City Council <br />without a recommendation. The Planning Commission expressed concern about traffic <br />congestion and the number of rental properties already in the city. <br /> <br /> <br />Summary: <br />MWF Properties is requesting a CUP for a 60-unit Multiple-Family Dwelling in an R-4 <br />High Density Residential district. If approved, and if MWF obtains financial assistance, <br />MWF will apply for a Major Subdivision to combine the four properties into one, and will <br />apply for a Development Review of the project. <br /> <br />If MWF does not obtain financial assistance from MHFA in October 2017 (housing tax <br />credits), MWF plans to re-apply to MHFA in June 2018. In this event, the CUP will have <br />expired after one year, unless the City Council grants an extension at that time. <br /> <br />A Public Hearing Notice was published in the April 21, 2017, New Brighton/Mounds <br />View Sun Focus and mailed to property owners within 350’ of the subject property, and <br />to additional property owners on Groveland Rd. up to Ardan Ave. <br /> <br /> <br />Recommendation: <br />Staff recommends approval of Resolution 8751, approving a Conditional Use Permit for <br />a Multiple-Family Dwelling in an R-4 district, pending MWF Properties’ completion of a <br />traffic engineering study, and approval of a Major Subdivision and a Development <br />Review. If the traffic study recommends an access point or improvements different <br />than what is shown on the site plan proposed as part of this CUP, those <br />recommendations will be addressed as part of the Subdivision and/or Development <br />Review process. <br /> <br />The City Council is requested to hold a Public Hearing for the Conditional Use Permit <br />and consider the following options: <br />
