Item No: 09E <br />Meeting Date: May 22, 2017 <br />Type of Business: Council Business <br /> <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, City Administrator <br />Item Title/Subject: Resolution 8757, Approving a Revised Salary Scale and <br />Advertisement for the Housing/Code Enforcement Inspector <br />Position <br /> <br />Background: <br /> <br />On August 10, 2016, the position of Housing/Code Enforcement Inspector became <br />vacant when the person in the position resigned to accept a similar position in another <br />community. Staff advertised and interviewed twice for the vacant position without <br />success. Staff looked at wages being paid in other communities and became aware <br />that the Mounds View salary was below average, which could be causing fewer <br />applicants to apply for the City’s position. Staff asked Springsted to conduct a salary <br />survey and the results confirm Staff’s findings. <br /> <br />Discussion: <br /> <br />The present annual salary for the Mounds View position is $57,200 ($27.50 per hour.) <br />According to the Springsted study, the average maximum wage for similar positions in <br />comparable communities is $65,477, a difference of $8,277, or, 14.5%. Staff presented <br />this information to the Human Resources Committee on May 17, 2017, and the <br />Committee supported a revision to the wage scale and the subsequent re-advertising <br />for the position at the adjusted rates. The new hourly wage scale, if approved by the <br />City Council, would be as follows: <br /> <br />Step 1 (80%) Step 1.5 (82.5%) Step 2 (85%) Step 3 (90%) Step 4 (95%) Step 5 (100%) <br />$ 25.18 $ 25.97 $ 26.76 $ 28.33 $ 29.91 $ 31.48 <br /> <br />Recommendation: <br /> <br />Staff is requesting Council approval of attached Resolution 8757 approving the revised <br />salary scale and authorizing the advertisement for the position of Housing/Code <br />Enforcement Inspector at the adjusted rates.
