Mounds View City Council May 22, 2017 Regular Meeting Page 2 Police Chief Harder introduced newly hired Police Officer Sarah David to the City Council. He 1 then administered the Oath of Office to Officer David. A round of applause was offered by all in 2 attendance. 3 4 Mayor Mueller welcomed Officer David to the City of Mounds View. Officer David thanked her 5 training officers and the City Council for the warm welcome. 6 7 9. COUNCIL BUSINESS 8 A. Resolution 8758, Approving the Hire of Sidney Dison as Police Officer in the 9 Mounds View Police Department. 10 11 Assistant City Administrator Crane requested the Council approve the hire of Sidney Dison as 12 Police Officer for the Mounds View Police Department. She explained the Police Civil Service 13 Commission had created an eligibility list for this position and staff recommended the hire of the 14 top candidate, Sidney Dison. 15 16 Sidney Dison reported she was originally from Rochester, Minnesota. She indicated she 17 participated in the Explorers Program which led her to a career in law enforcement. She 18 explained she has a four-year degree from Minnesota State where she graduated with honors. 19 She stated she looked forward to working in the Mounds View community. 20 21 MOTION/SECOND: Meehlhause/Bergeron. To Waive the Reading and Adopt Resolution 22 8758, Approving the Hire of Sidney Dison as Police Officer in the Mounds View Police 23 Department. 24 25 Ayes – 4 Nays – 0 Motion carried. 26 27 B. 6:00 p.m. Public Hearing: Resolution 8756, Adopting a Five Year Financial 28 Plan for 2018 through 2022. 29 30 Finance Director Beer stated City Charter requires the Council to adopt a five-year financial plan 31 on an annual basis. He explained the five-year plan was used by the Council as a blueprint for 32 the future and was not set in stone. He reviewed the five-year financial plan for years 2018 33 through 2022 in detail, along with the City’s respective fund balances and requested the Council 34 adopt the plan. It was noted Xcel Energy would be changing over the City’s lights to LED’s in 35 the coming years. 36 37 Council Member Meehlhause commented on the City’s fund balance policy and the General 38 Fund budget. He discussed how the Council was being impacted by the current levy cap and 39 believed this item needed to be addressed. 40 41 Mayor Mueller asked if the Ford Interceptors would be changed out for SUV’s. Finance Director 42 Beer explained this determination would be made by the Chief of Police. 43 44 Mayor Mueller requested further information on the City’s pond dredging schedule for Silver 45
