Mounds View City Council May 22, 2017 <br />Regular Meeting Page 2 <br /> <br />Police Chief Harder introduced newly hired Police Officer Sarah David to the City Council. He 1 <br />then administered the Oath of Office to Officer David. A round of applause was offered by all in 2 <br />attendance. 3 <br /> 4 <br />Mayor Mueller welcomed Officer David to the City of Mounds View. Officer David thanked her 5 <br />training officers and the City Council for the warm welcome. 6 <br /> 7 <br />9. COUNCIL BUSINESS 8 <br />A. Resolution 8758, Approving the Hire of Sidney Dison as Police Officer in the 9 <br />Mounds View Police Department. 10 <br /> 11 <br />Assistant City Administrator Crane requested the Council approve the hire of Sidney Dison as 12 <br />Police Officer for the Mounds View Police Department. She explained the Police Civil Service 13 <br />Commission had created an eligibility list for this position and staff recommended the hire of the 14 <br />top candidate, Sidney Dison. 15 <br /> 16 <br />Sidney Dison reported she was originally from Rochester, Minnesota. She indicated she 17 <br />participated in the Explorers Program which led her to a career in law enforcement. She 18 <br />explained she has a four-year degree from Minnesota State where she graduated with honors. 19 <br />She stated she looked forward to working in the Mounds View community. 20 <br /> 21 <br />MOTION/SECOND: Meehlhause/Bergeron. To Waive the Reading and Adopt Resolution 22 <br />8758, Approving the Hire of Sidney Dison as Police Officer in the Mounds View Police 23 <br />Department. 24 <br /> 25 <br /> Ayes – 4 Nays – 0 Motion carried. 26 <br /> 27 <br />B. 6:00 p.m. Public Hearing: Resolution 8756, Adopting a Five Year Financial 28 <br />Plan for 2018 through 2022. 29 <br /> 30 <br />Finance Director Beer stated City Charter requires the Council to adopt a five-year financial plan 31 <br />on an annual basis. He explained the five-year plan was used by the Council as a blueprint for 32 <br />the future and was not set in stone. He reviewed the five-year financial plan for years 2018 33 <br />through 2022 in detail, along with the City’s respective fund balances and requested the Council 34 <br />adopt the plan. It was noted Xcel Energy would be changing over the City’s lights to LED’s in 35 <br />the coming years. 36 <br /> 37 <br />Council Member Meehlhause commented on the City’s fund balance policy and the General 38 <br />Fund budget. He discussed how the Council was being impacted by the current levy cap and 39 <br />believed this item needed to be addressed. 40 <br /> 41 <br />Mayor Mueller asked if the Ford Interceptors would be changed out for SUV’s. Finance Director 42 <br />Beer explained this determination would be made by the Chief of Police. 43 <br /> 44 <br />Mayor Mueller requested further information on the City’s pond dredging schedule for Silver 45
