Mounds View City Council May 22, 2017 <br />Regular Meeting Page 3 <br /> <br />View Pond. Finance Director Beer reviewed the City’s proposed plan and noted this pond would 1 <br />be dredged when 50% full of sediment. He estimated this would occur sometime after 2020. 2 <br /> 3 <br />Council Member Meehlhause asked if the proposed bonds would be paid back through increased 4 <br />utility rates. Finance Director Beer reported this was the case and noted the City would be 5 <br />bonding for 10 years. 6 <br /> 7 <br />MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 8756, 8 <br />Adopting a Five Year Financial Plan for 2018 through 2022. 9 <br /> 10 <br /> Ayes – 4 Nays – 0 Motion carried. 11 <br /> 12 <br />C. Resolution 8755, Accepting Bids and Awarding Contract for 2017 Sewer 13 <br />Rehabilitation Project. 14 <br /> 15 <br />Public Works Director Erickson requested the Council accept bids and award a contract for the 16 <br />2017 Sewer Rehabilitation Project, with a 10% contingency. He explained this project was 17 <br />completed in house and was advertised per State Statute. It was noted this project was included 18 <br />in the 2017 budget. Staff reported bids were submitted for this project and the low bid was 19 <br />received by Insituform out of White Bear Lake. 20 <br /> 21 <br />Council Member Meehlhause asked where the sewer rehabilitation project would take place this 22 <br />year. Public Works Director Erickson provided a brief description on the areas of the City that 23 <br />would be worked on. 24 <br /> 25 <br />MOTION/SECOND: Meehlhause/Bergeron. To Waive the Reading and Adopt Resolution 26 <br />8755, Accepting Bids and Awarding Contract for 2017 Sewer Rehabilitation Project. 27 <br /> 28 <br /> Ayes – 4 Nays – 0 Motion carried. 29 <br /> 30 <br />Mayor Mueller recessed the City Council meeting to an EDA meeting at 6:51 p.m. 31 <br /> 32 <br />Mayor Mueller reconvened the City Council meeting at 7:17 p.m. 33 <br /> 34 <br />D. Resolution 8759, MWF Properties Purchase Option Agreement of Tax 35 <br />Forfeited Parcels. 36 <br /> 37 <br />City Administrator Ericson requested the Council approve a Purchase Option Agreement for tax 38 <br />forfeited parcels with MWF Properties. He explained MWF Properties was proposing to 39 <br />construct a 60-unit workforce apartment complex with housing tax credits located on Mounds 40 <br />View Boulevard and Groveland Road. It was noted two of the parcels within the project area 41 <br />were tax forfeited. He described how the City, County and developer were working together on 42 <br />this project. Staff provided the Council with the most recent document for their consideration 43 <br />and explained the EDA had adopted a Resolution approving the Purchase Option Agreement. 44 <br /> 45
