Item No: 09E <br />Meeting Date: June 26, 2017 <br />Type of Business: Council Business <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Desaree Crane, Assistant City Administrator <br />Item Title/Subject: Resolution 8781, Authorization to Advertise for the Public <br />Works Facilities Maintenance/Building Custodian Position <br />and Approve a New Pay Plan <br /> <br />Introduction: <br /> <br />During the May Work Session, Staff presented a revised job description for a Facility <br />Maintenance/Building Custodian. Due to the resignation of the Community Center <br />Custodian, Staff reviewed the job description, and made revisions to better align with <br />the City’s current needs. <br /> <br />At the May 8, 2017, City Council Meeting, the City Council approved the Facilities <br />Maintenance/Building Custodian job description in order for Staff to start the process of <br />a HAY point and salary compensation analysis for the position. <br /> <br />Discussion: <br /> <br />As in past compensation studies, the City used Springsted Group for this job analysis. <br />Springsted Group reviewed the job description and submitted their findings. According <br />to the study, Springsted Group is recommending to not revise the HAY points (98 <br />points). However, the market analysis states that Step 5 should be at $44,158/year <br />($21.23/hour). The City’s current rate for Step 5 is $50,648 /year ($24.35/hour). In <br />other words, the current position is overcompensated by $6,490/year. <br /> <br />Below is the current range for the position. <br /> <br /> <br />Staff’s recommendation for the new pay plan is as follows: <br /> <br /> <br />Staff discussed this new pay plan with the Public Works Collective Bargaining Unit. <br />According to the email sent to Staff on Thursday, June 22, 2017, the bargaining unit <br />does not have any issues with the new wages. <br /> <br /> <br /> 80.0% 82.5% 85.0% 90.0% 95.0% 100.0% <br />Community Center Custodian OT 19.48 20.09 20.70 21.92 23.13 24.35 <br /> 80.0% 82.5% 85.0% 90.0% 95.0% 100.0% <br />Facilities Maintenance/Building <br />Custodian OT 16.98 17.51 18.05 19.11 20.17 21.23
